Executive Summary
Castle Rock Water (CRW) is seeking Town Council approval of a resolution (Attachment A) approving a construction contract (Exhibit 1) in the amount of $739,284 with Velocity Constructors, Inc. (VCI) along with $73,929 (10%) staff-managed contingency, for a total authorization of $813,213 to complete construction of the Bell Mountain Well Vault Upgrades Project.
The Bell Mountain Well Vault Upgrades Project is located in the Bell Mountain subdivision directly across Bell Mountain Drive from the Bell Mountain Water Treatment Plant (Attachment B). Recently, a new Arapahoe well has been drilled on the project site. The project will replace the one (1) existing flow meter in the well vault that serves the existing Bell Mountain well with two (2) new flow meters that will allow both wells to operate simultaneously. Piping from the newly drilled well to the meter vault will also be included in this project.
Notification and Outreach Efforts
VCI and CRW will partner to provide public notice if needed throughout the project. No public impacts or service disruptions are anticipated at this time.
Discussion
The Bell Mountain Water Treatment Plant is served by two wells located at the Bell Mountain well meter vault site (BMR-238 and BMR-237R). Castle Rock Water has recently completed the construction of a new well (BMR-237R) on this site to replace one of the old wells that has failed. This project will construct a pipeline from the newly drilled well to the existing flow meter vault. The existing meter vault only contains one flow meter, so another element of this project is to remove the existing flow meter and upgrade the vault with two (2) new flow meters, piping, and electrical. The upgrades will assist with bringing this facility up to the Town’s standards and will allow both wells to operate together while accounting for the water.
Bids were sent to six pre-qualified contracting firms who specialize in water infrastructure construction projects. Contractors are pre-qualified for projects annually through a request for qualifications that are advertised on BidNet. The bids received are summarized in the table below. Dewberry Engineers as the designer on this project provided an engineer’s estimate of $731,000.
