Resolution Approving a Construction Contract Between the Town of Castle Rock and White Construction Group for the Cobblestone Ranch Park Project

Executive Summary
Castle Rock Parks and Recreation is seeking Town Council approval of a Resolution (Attachment A) awarding a Construction Contract (Exhibit 1) to White Construction Group for Phase 1 at Cobblestone Ranch Park.
White Construction Group provided the lowest responsive bid in the amount of $4,758,077. Staff recommends including two add alternates - six pickleball courts and a plumbed restroom - within the project ($431,277). The combined base bid and add alternates result in a total construction contract of $5,189,354.
In addition to the contract price with White Construction Group, a 6.5% Town-managed contingency ($331,894), along with materials testing, permit and development fees and other miscellaneous costs ($96,634), result in a total project cost of $5,617,882.
This project will be funded through the Parks and Recreation Capital Fund generated through impact fees.
Notification and Outreach Efforts
In December 2019, Town Council approved the Cobblestone Ranch Regional Park Master Plan and amended the service agreement with Norris Design to complete the design of Phase 1. This included the creation of bid documents and construction administration services.
The Parks and Recreation Department and Norris Design worked closely with adjacent community members to plan Phase 1. Two open houses were held at Sage Canyon Elementary School. An online survey was also available and results can be viewed in Attachment C.
The design team utilized the public input to create Phase 1 design (Attachment B). In addition to the base bid, the design included three alternates: a synthetic softball field, plumbed restrooms and six pickleball courts.

This item was presented to the Parks and Recreation Commission on April 21, 2021. The Commission unanimously recommended approval to Town Council.
Discussion
The Town solicited construction bids via Rocky Mountain BidNet to develop the 12-acre site located at 8571 Castle Oaks Drive. Four bids were received:
General Contractor: Bid Amount
Native Sun Construction: $4,490,369.26 (incomplete)
White Construction Group: $4,758,077.00 (recommended)
ECI Site Construction Management: $4,793,749.29
Elite Surface Infrastructure: $5,074,159.00
Native Sun Construction, Inc. appeared to provide the low project bid, but the contractor did not have park construction experience or supply unit costs as required through the Invitation For Bid. Staff recommends the selection of the lowest responsive bid, White Construction Group, who is a licensed contractor with extensive experience in vertical and horizontal construction, including a portfolio of park projects.
In addition to the base bid, White Construction Group provided the following pricing for the add alternates and staff recommend the selection of two - Alternate #2 - Plumbed Restroom and Alternate #3 - Six Pickleball Courts.

The base bid ($4,758,077) and the alternates ($431,277) combined will result in a total contract price of $5,189,354. Additional project costs outside of the contract will include:

Budget Impact
The overall costs are allocated for and will be funded from the Parks and Recreation Capital Fund (impact fees). This expense has been budgeted and will be expensed to account item number 130-5275-452.75-21 in the amount of $5,189,354 for the construction contract. Materials testing, Town-managed contingency and permit and system development fees have also been budgeted and will be expensed to account item number 130-5275-452.75-21 using separate project codes for tracking in the amount of $428,528. The total project cost being expensed to 130-5275-452.75-21 for Cobblestone Ranch Park - Phase 1 is $5,617,882.
Staff Recommendation
Staff recommends Town Council approval of a Resolution awarding a construction contract to White Construction Group for Cobblestone Ranch Park - Phase 1 in the amount of $5,189,354. Staff also recommends additional project authorization of $428,528 for contingency, materials testing and permit and system development fees, for a total project budget of $5,617,882.
