Executive Summary
This memo provides an overview of the Town’s public notice requirements for land use applications, including a historical perspective, current standards, and a comparison with neighboring jurisdictions.
Since 2019, the Town has expanded its notification requirements for public hearings to enhance public engagement. Additionally, the Town has utilized webpage postings, email subscription services to public notices, social media updates, and maintains a Development Activity map online to enhance the public’s awareness and access to ongoing development projects.
Current regulations require:
• Mailed notices to property owners within 500 feet of a project site, 15 days prior to public hearings and neighborhood meetings.
• Typically two public hearings before Planning Commission and Town Council for rezoning and many site development applications.
• Typically three neighborhood meetings for rezoning and site development applications.
• Physical signs posted onsite with webpage link and QR code to the Town’s public notice webpage, 15 days prior to all meetings.
Town Council has requested discussion on expanding the written notice distance from 500 feet to 2,500 feet. This memo outlines potential impacts, including cost estimates and comparisons with neighboring jurisdictions, for Council’s consideration.
