Executive Summary
The Council Community Grant Program (CCGP) has an annual budget of $8,000 funded by the Town Council Non-profit Grant Account in the General Fund (110-1100-411.80-32); funds for the grants are disbursed quarterly in $2,000 increments to non-profit organizations within the Castle Rock community. The Town of Castle Rock Finance Department receives the applications, reviews them for eligibility and presents the grant requests to Council. Award amounts have historically been $500 per organization. Four applications were received for the 2nd Quarter CCGP and are as follows:

The purpose of this memo is to present these applications to Council for consideration and approval.
Discussion
The Council Community Grant Program is funded by monies from the General Fund. Council Community Grant Program funds are for specific nonprofit organizations for community based projects. Applications may be submitted on an as-needed basis and will be reviewed quarterly.
Eligible project areas for CCGP include projects which contribute to Castle Rock's quality of life with special emphasis on:
· youth programs and activities
· senior programs and activities
· community based environmental and sustainability programs and activities
· community based performing and visual arts programs and activities
CCGP applications can be submitted on an as needed basis and will be reviewed quarterly. Applications not approved in the previous quarter would still be subject to approval upon resubmission by the applicant if the request remains valid upon the next quarterly review.
A total of $6,000 was awarded under this program in 2014. A list of the organizations and the amounts awarded for the 2013 - 2015 Council Community Grant Program is contained in Attachment B.
The finance department received four (4) qualified applications for consideration in the second quarter of 2015. (Attachment A)
Brief Overview of Applications:
Greater Castle Rock Art Guild is requesting $500. The funds are being requested to help ensure that they have adequate supplies, promotional materials, and a conducive space to provide children/teens/adults artistic opportunities.
Eligible Project Area: Youth & Senior program and activities and Community based performing visual arts and activities
Men's Crisis Connection is requesting $500. The funds are being requested to provide temporary housing, transportation, goal oriented financial assistance, informal counseling, assistance in obtaining food on a temporary basis, and job placement.
Eligible Project Area: Youth & Senior program and activities
Project Recycle is requesting $500. The funds are being requested to purchase bike helmets, bike Locks, water bottles and bike parts.
Eligible Project Area: Youth program and activities
Wellspring Community is requesting $500. The funds will be used to purchase costumes and props for the Drama Class which will enable them to present a more professional performance.
Eligible Project Area: Community based performing visual arts programs and activities
Budget Considerations
The 2015 budget includes $8,000 ($2,000 available for each quarter) in the Town Council Non-profit Grant Account in the General Fund for the 2015 Council Community Grant Program.
Staff Recommendation
Staff recommends Council approve a $500 award to the four non-profits presented in this grant cycle.
