Executive Summary

 

The purpose of this item is to present and discuss the Strategic Plan 2015-2017 for the Parks and Recreation Department. This document is consistent with the strategic priorities as identified by Town Council and consistent with the Community Survey results from 2015. The Strategic Plan is designed to focus on those items within the Parks and Recreation Department that need attention, improvement or change. The intent of this document is to guide the department in executing priorities for the 2015-2017 timeframe, while providing flexibility to respond to additional interests for the benefit of the community.

 

The Strategic Plan 2015-2017 sets goals and objectives for each division of the Parks and Recreation Department and identifies priority work programs, actions and simplified strategies for implementation. Listed below are the twelve Strategic Themes that evolved from staff input, community feedback and council direction.

 

1.                     Focus on the development of Philip S. Miller Park as a signature community asset, place of community celebration and economic driver through tourism and development.

2.                     Collaborate with the Downtown Development Authority to redevelop Festival Park as a showcase in downtown Castle Rock.

3.                     Increase special programs and community offerings throughout the park system.

4.                     Improve connectivity/walkability of the community through right of ways, trails and accessible open space.

5.                     Earn and maintain department CAPRA Accreditation.

6.                     Complete maintenance facility space planning efforts and plan for relocation from the existing Service Center.

7.                     Monitor the financial performance of the Miller Activity Complex and debt management to determine actual cost recovery of the new facility.

8.                     Improve the facilities at Red Hawk Ridge Golf Course to remain competitive in the golf industry and to improve value to the customer and community.

9.                     Effectively manage and protect existing capital assets through appropriate evaluation and funding of life cycle asset replacement or repair.

10.                     Invest in training and professional development for employees to meet the expectations of the community.

11.                     Embrace recycling and energy conservation as the way we do business in Castle Rock.

12.                     Plan and design the next neighborhood park as funding becomes available.

 

Based on these Strategic Themes, each division within the Parks and Recreation Department has developed a series of goals and measureable objectives to help achieve those goals. The format selected retained some flexibility to allow more comprehensive method of achieving the goal rather than a linear approach of each goal being assigned measureable objectives.  Actions and Strategies are aligned with the Measurable Objectives, as a reminder of the tasks that need to be accomplished.

 

Staff has identified Issues and Challenges that face each of the divisions. Some are rather minor issues, some may be issues in the future and some are simply earmarked because they just may be a challenge at some time in the future.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

The Parks and Recreation Commission endorsed the Town of Castle Rock Parks and Recreation Department 2015-2017 Strategic Plan at their August 19, 2015 meeting with a 5-0 vote. 

 

Budget Impact

 

The Strategic Plan sets direction for the Parks and Recreation Department. Items with budget implications will be submitted and considered in the annual budget process.

 

Staff Recommendation

 

Staff recommends approval of a Resolution Approving the Town of Castle Rock Parks and Recreation 2015-2017 Strategic Plan.
