Discussion

The Town of Castle Rock acquired the historic Cantril School in May 2023 in an effort to preserve it as a public facility benefiting Castle Rock residents and visitors. In order to accommodate planned programming and users of all abilities, the Cantril School needs numerous updates. This proposed renovation project is focused primarily on accessibility (ADA) improvements and other necessary renovations to improve the use of the facility. Below is a summary of the renovations planned as part of this construction contract:

 

                     Restrooms: An existing room near the main entrance will be converted to restroom facilities. The result will be a women’s restroom with two stalls, a men’s restroom with one stall and a urinal, and one unisex/family restroom. A heat pump will be added to ensure that the space can be heated and cooled appropriately.

                     Lift: An ADA lift will be added between the main entrance level and the first floor of the original school structure.

                     Check-in Area: An existing single-stall restroom will be converted into a check-in desk for program and event participants.

                     Kitchen Renovation: The existing kitchen will be renovated and updated to include new cabinetry, a garbage disposal and new appliances including the addition of a microwave, ice maker and dishwasher.

                     Window Restoration: Four historic windows, located in the new restroom area, will be rehabilitated to ensure consistency with the historic appearance of the building while improving weather proofing and overall functionality.

                     Structural Improvement: To accommodate the lift and building loads associated with increased programming, much of the first floor requires structural reinforcement.

                     Other: Given the age and unknowns of the historic structure, the project budget includes amounts for potential moisture mitigation needs and other unknown challenges. These contingency funds will only be used if challenges arise during the project.

 

Staff released a Request for Qualifications (RFQ) for preconstruction services in August 2023 to support initial design efforts and to prequalify bidders for future projects. When bidding this renovation project, staff solicited bids from O-A-K Colorado, LLC (OAK) and Palace Construction who each submitted competitive bids as part of the previous RFQ process. These prequalified bidders submitted pricing for this phase of Cantril renovations. As a result, OAK has been selected to perform construction of these improvements based on being the lowest bidder and also meeting project requirements, including experience with renovating historical properties.

 

The cost for these renovations totals $804,304. Given unknowns related to renovating the historic structure, OAK has included allowances and contingency in this amount. Staff requests approval of this construction contract of $804,304 with OAK plus a 10 percent Town-managed contingency of $80,430. Additional project costs including permitting, temporary restrooms, appliances, materials testing and IT needs are estimated to total $43,935, bringing total expenditures for this project to $928,669.

 

Budget Impact

Staff requests approval of this construction contract totaling $804,304 plus contingency and other project expenditures previously discussed for an estimated project total of $928,669.

 

Funding for initial Cantril improvements was included in the 2023 budget and will be carried forward into 2024 to fund this project. This project is included in the General Fund, account number 110-5275-452.70-20 (Project Code: FMCANT).
