Executive Summary
The Fleet Services Manager is requesting approval of a purchase agreement with O.J. Watson Equipment Inc. for the purchase of one (1) 2024 M6SE-453 Schwarze Street Sweeper. The new asset will replace an existing street sweeper that has exceeded the lifecycle for this asset class and has met all the requirements for replacement as outlined in the Vehicle Replacement Policy. This request is fully funded through contributions to the Vehicle Replacement Fund and proceeds from the sale of assets at auction. We are seeking Council approval to move forward with a purchase order.
Discussion
The Fleet Division works with each department to manage vehicle assets at the lowest total lifecycle cost that we can within available resources. Departments contribute annually to the Vehicle Replacement Fund for vehicles and equipment in their fleet. Replaced assets are then sold at public auction and proceeds are placed back in the Fleet Fund as a department reserve amount. Contributions and reserve funds are then used to replace vehicles and equipment based on the Vehicle Replacement Policy. The policy provides a standard for identifying replacements at their lowest total lifecycle cost.
The street sweeper that will be replaced is a 2016 Schwarze M6 twin engine sweeper that has become increasingly expensive to maintain and has become unreliable to provide consistent levels of service for the Streets Division. It has met the criteria for replacement established in the New Vehicle Purchasing & Replacement Policy. The asset was kept in service three additional years due to the low annual accumulated hours and the asset remained reliable for the Streets Division. However, the total cost per mile/hour has been trending higher and it is projected to be at the lowest lifecycle cost justifying replacement. Three different sweepers were considered to replace the existing unit. The selection team looked at and operated the Global M4HSD, Elgin Broom Bear and the Schwarze M6SE sweepers. Although all sweepers had similar functionality the Schware sweeper was selected due to the smaller design for easy use around town and better features compared to the others.
The Streets Division has years of operating hours for the Schwarze M6 Sweeper. The newer version of the Schwarze M6 has a single engine (SE) that powers the machine making it more efficient and less expensive to maintain as the twin engine sweeper that we currently use. It has six-sense programmable operator control technology that can be locked and customized for the driver. The main broom system has a strip broom configuration that allows crews to change brooms quicker and safer than the core broom that is currently used. The new sweeper includes a 6-port lubrication bank that the operator can easily access to perform critical lubrication of the machine. The Schwarze machine offered a stainless-steel hopper that offers the best protection against rusting.
Sourcewell contract #093021-SWZ was used for sourcing and pricing this new asset. This replacement will be fully funded through the Vehicle Replacement Fund through contributions and proceeds from auction. The Public Works Department is seeking Town Council approval as the expenditure is above the Town Manager’s approval limit.
Budget Impact
The cost to purchase this new sweeper is $366,876 and will be paid for by the Vehicle Replacement Fund 221-8100-481.70-40 through contributions and proceeds from auction by the department.
Staff Recommendation
The Public Works Commission, and Staff recommends approval of the purchase agreement as this sweeper has meet the standards for replacement.
