Executive Summary
Staff will provide updates on recent public art initiatives underway within the Parks and Recreation Department. Public art in Castle Rock is guided by the Town’s Public Art Plan and is overseen by the Public Art Commission, a seven-member volunteer body appointed by Town Council. The Commission works to ensure that new installations and programs reflect community values, celebrate Castle Rock’s heritage, and enhance the character of public spaces. The following sections summarize two public art items recently reviewed and approved by Town Council.
Big Drive Sculpture Series - Public Art Installation at Rock Park
Town Council has approved a proposed art acquisition and installation agreement with DKLA Design, LLC for Big Drive, a large-scale public art project planned for Rock Park. The installation will feature three corten and galvanized steel sculptures-two cows and a calf-symbolizing Castle Rock’s ranching and agricultural heritage.
The project will serve as a signature piece for the Town’s 2026 Sesquisemiquincentennial celebration, marking both America’s 250th and Colorado’s 150th anniversaries. The sculptures will be located north of the Rock Park parking area, creating a new cultural landmark that connects Castle Rock’s history to its identity today.
The total project authorization is $210,000, funded through the Public Art Fund, with a $200,000 artist contract and a 5% contingency. The Castle Rock Arts and Culture Foundation plans to help fundraise up to $100,000 toward the project, encouraging community participation and investment.
The Public Art Commission selected the Big Drive proposal after a national call for art and extensive review process, noting its strong alignment with community values, western heritage, and the Town’s Public Art Plan. Fabrication will begin following contract approval, with installation anticipated in summer 2026 to coincide with the Town’s heritage celebrations.
Art and Culture Grant Program - 2025-2026 Cycle
The Town Council also approved recommendations for the 2025-2026 Art and Culture Grant Program, funded through the Public Art Fund. This program supports local nonprofits, artists, educators, and organizations that enhance Castle Rock’s cultural landscape through creative programming, public art, and educational initiatives.
A total of 17 applications were received and reviewed by a panel of Public Art Commission members, Town staff, and a Councilmember. Based on criteria such as community impact, artistic merit, and project feasibility, six applications were recommended and approved for funding.
Approved projects total $30,683.15 and reflect the Town’s commitment to fostering creativity, accessibility, and community engagement. Funded projects include:
• AerialWorks - theatrical aerial performance inspired by Día de los Muertos
• Castle Rock Band - community concert series support
• Castle Rock Music - completion of a downtown community stage
• Castle Rock Parks and Trails Foundation - public art installation along Hangman’s Gulch Trail
• Tri Arts Project (TAP) - quarterly art exhibitions and talks at Cantril School
• William Faber - community songwriting workshop series
To strengthen future participation, the review panel plans to refine guidelines, host informational sessions, and open the next application cycle earlier in late 2025.
