Resolution Approving a Site Development Plan for Costco Retail Warehouse and Fueling Station Within the Dawson Trails Planned Development (Lot 1, Filing 1 Dawson Trails)

Executive Summary
ACM Dawson Trails VIII JV LLC is seeking approval of a Site Development Plan (SDP) for the Costco retail warehouse and fueling station (Attachment B). The 19.7-acre site is within the Dawson Trails Planned Development (PD) and is located north of present-day Territorial Road, and west of the current West Frontage Road (Attachment A and Figure 1). Crystal Valley Parkway will replace Territorial Road south of the Costco site, and Dawson Trails Boulevard west of the site, will ultimately replace the West Frontage Road. Ike Drive will be constructed along the east boundary of the site and Costco Way, north of the property, will connect Dawson Trails Boulevard and Ike Drive.
The SDP proposal includes a retail warehouse, approximately 159,295 square feet (s.f.), and a 16-pump fueling station, approximately 11,655 s.f. (Attachment C). On-site parking exceeds the Town’s minimum standards and an on-site detention pond will regulate drainage. The site will be accessed from the future Dawson Trails Boulevard to the west, Costco Way to the north and Ike Street to the east.
The Planning Commission held a public hearing on September 26, 2024 and voted 6 - 0 to recommend to Town Council approval of the Costco Site Development Plan. There was no public comment.
Budget Impact
Development of the property will generate review and impact fees, along with use taxes for commercial development. Long-term, sales tax generation for this retail business is anticipated to be significant.
Staff Recommendation
The Planning Commission voted 6 - 0 (one recusal) to recommend to Town Council approval of the Costco Site Development Plan, as proposed.
