Executive Summary
The purpose of this memorandum is to present Town Council with a Resolution (Attachment A) for the Castle Rock Police Department (CRPD) 2024-2029 Five-Year Strategic Plan (Exhibit 1) for approval and adoption.
The strategic planning process allows our department to establish a vision for the future realized through well-defined policing focuses. The strategic plan serves as a five-year road map that guides the department and informs budget planning and the allocation of resources. The plan is a living document that is reviewed annually and updated to reflect current community expectations, concerns and organizational priorities and goals.
A team of both sworn and non-sworn department members provided beneficial input to the process. Best practices from the policing profession were studied and our own experience as a leading-edge organization was researched. The process involved two (2) half-day retreats with Police Command Staff where key input, brainstorming and prioritization of strategic issues were discussed. Trends and factors that might possibly impact a successful implementation of the plan were identified and considered.

Notification and Outreach Efforts
As part of this process, input was obtained from the community as well as internal stakeholders through the following approaches:
• Strategic planning work sessions were held on March 1st, 2024 and March 12th, 2024 with Command Staff.
• Public Safety Commission presentation on April 4th, 2024.
• Disseminated for employee review and feedback:
o March 22nd , 2024 - April 5th , 2024
• Open House session:
o Community on April 29th , 2024

The Castle Rock Police Department 2019-2023 Five-Year Strategic Plan was unanimously passed, approved and adopted on May 7, 2019 and continues to provide a roadmap of strategic priorities, goals, and measurements required to carry out our mission effectively and efficiently.
Discussion
The One-By-One policing philosophy resides at the core of the strategic plan. It serves as the guiding principle and foundation that supports the three pillars of People, Innovation, and Community. These pillars in turn give structure to our policing focuses on Crime, Traffic Safety, and Quality of Life as well as the individual strategic actions associated with each.

- Goal: Promote and provide an intentional focus on people through the 8 Dimensions of Wellness.
Pillar: Innovation
- Goal: Lead the policing profession in innovation by becoming early adopters of technology and practices
Pillar: Community
- Goals: Host opportunities for community engagement. Provide crime prevention programs and initiatives. Operate an active volunteer program. Continue to foster partnerships with stakeholders. Maintain open and transparent communications. Actively seek feedback from the community.

- Goal: Maintain or reduce crime rate and provide a sense of safety
Policing Focus: Traffic Safety
- Goals: Monitor, evaluate and respond to incidents and areas of concern. Participation with State-funded safety campaigns. Provide advanced investigative capabilities through specialized personnel, technology and training.
Policing Focus: Quality of Life
- Foster dialogue and build relationships while actively educating residents on strategies to enhance their quality of life and collaborate with them to address various issues.
Budget Impact
There is no budget impact by adopting this plan as all strategic goals identified are already part of the Department’s budget and budget requests.
Staff Recommendation
Staff recommends approval of the motion to adopt the 2024-2029 Five-Year Strategic Plan.
