Executive Summary

 

The purpose of this memorandum is to recommend a construction contract with Aquatics Chemical Solutions, Inc., with the Town of Castle Rock for the replacement of the Butterfield wader pool.

 

The existing wader pool is a 5,500 gallon mostly rectangular wader with no additional features.  It was built in 1989 and within the last few years has experienced many issues from small repairs to two major leaks.  The damages have increasingly worsened, which has negatively impacted operations from a customer service and revenue standpoint.  Currently, the main pool at Butterfield is not in need of any renovations and the construction will be focused on replacing the wader pool to address the damages and lack of amenities.

 

Design for the new wader pool was completed by Ohlson Lavoie Collaborative and includes a combination splash pad, wader pool concept.  This design includes a zero depth fish-shaped pool with a single spray fountain, toddler water slide and multiple geysers and deck arch sprayers.  The proposed splash pad associated with the wader pool will be composed of seven interactive play features of varying age appeal from toddlers up to teens. 

 

The Town of Castle Rock competitively bid the project through the Rocky Mountain e-Purchasing Systems web site and received two bid proposals submitted on September 30, 2015.  The most comprehensive and thorough bid, meeting the stated requirements in the RFP was supplied by Aquatics Chemical Solutions, Inc.  Staff recommends Town Council approve a resolution for the construction contract with Aquatic Chemical Solutions, Inc., in the amount of $400,000 for the replacement of the Butterfield wader pool.

 

Funding for the project was included and appropriated within the 2016 Town of Castle Rock budget in the Community Center Fund. 

 

If approved, Aquatic Chemical Solutions, Inc., will begin construction services in January 2016, with completion of the project prior to the opening of the 2016 summer season on May 16, 2016. 

 

Discussion

 

The Butterfield main pool and wader pool was built in 1989 and although the main pool has remained in good condition, the wader pool over the last 26 years has seen its fair share of issues.  The annual startups, winterizations and extended periods of closures have created more wear and tear on the wader pool.  While recreation aquatic staff and facility maintenance staff have tried to mitigate the problems, the issues are increasing in nature. Since 2008, Town staff have repaired two major leaks in the underground plumbing, which required digging up sections of the pool deck and digging down to repair the plumbing followed by new concrete to patch the areas.  More recently, in 2015, a significant leak directly under the main drain of the wader pool was discovered and would require digging up the entire wader pool to repair the leak. 

 

The issues of the wader pool have negatively impacted operation in that there have been many days in which the wader pool has had to remain closed due to maintenance problems and safety concerns.  Staff has received many negative comments from customers expressing their displeasure and in some instances refunds have been requested.  Overall, these issues, along with the lack of features or amenities within the wader pool have led to a decline in users throughout the years.

 

With constructional issues and operational efficiencies being negatively impacted, staff is recommending a complete replacement of the wader pool.  Staff recognizes this as an opportunity to improve upon amenities and water features that can be incorporated and thus increase participation and revenue numbers by attracting individuals to attend due to the interactive play area and features being proposed in the design.  The design of the wader pool replacement was budgeted for and completed by Ohlson Lavoie Collaborative in 2015. 

 

The proposed replacement will include the removal of the existing baby pool and in its place build a free-form, roughly 20 by 30 foot fish shaped wading pool.  The pool depth will range from a walk-in entry (zero-depth) to 1’6” deep.  Included in this pool will be a toddler water slide, spray fountain, multiple geysers and assorted deck jets shooting arcs of water from the deck back into the pool, along with associated aquatic critter tiles (i.e. fish) scattered throughout the pool bottom.  The pool will also have a smooth Diamond Brite finish.

 

In addition, a roughly 20 by 20 foot free form Splash Pad will be constructed in conjunction with the wader pool with a unique pathway between the areas incorporating the fish theme.  The pool and splash pad will feature a non-skid, stained concrete finish.  The splash pad will be composed of seven interactive play features of varying age appeal from toddlers to up to teens that include (i.e. G2 Cannon, Mushroom Maze, Roll a Rail, etc.).  In the center of the splash pad will be a ten foot tall Spin Flower feature that will be sure to grab the attention of pool participants as well as onlookers in the surrounding park. 

 

Bid Results

 

This project was distributed for competitive bidding through the Rocky Mountain e-Purchasing Systems web site on September 2, 2015.  Four contractors attended the mandatory site walk through held on September 16 and two of those contractors submitted proposals on September 30, 2015.  Aquatic Chemical Design, Inc. had the most comprehensive bid that addressed all the criteria outlined in the RFP, including success in past projects, financial strength, project management skills and project approach and execution.

 

Budget Impact

 

Expenditures for the replacement of the Butterfield wader pool will come from the Community Center Fund, within the 2016 approved budget.  The Finance Department along with Recreation staff have reviewed the budget and have determined that this fund has sufficient expenditure appropriation for 2016 to enter into the contract for this project. 

 

Total amount for construction contract is $400,000.

 

Staff Recommendation

 

Staff recommends Town Council approval by resolution approving a construction contract between the Town of Castle Rock and Aquatic Chemical Solutions, Inc., for the Butterfield Wader Pool Replacement.
