Executive Summary
Staff is seeking a favorable recommendation from the Public Works Commission for Town Council approval of a Resolution approving a Construction Contract with 53 Corporation, LLC. for construction of the Dawson Trails Park and Ride.
The Dawson Trails Park and Ride is an obligation to Colorado Department of Transportation (CDOT) as part of our Intergovernmental Agreement (IGA) with them associated with approvals of the Crystal Valley Interchange (CVI). Per the IGA, the carpool lot must be opened in conjunction with the construction completion of CVI. It will support the new interchange by reducing congestion, providing a convenient location for commuters to carpool, and supporting transit access. By encouraging carpooling and reducing single occupant vehicle trips, the facility will help improve interchange operations and reduce peak period traffic demand on the interchange ramps and adjacent roadway system. It will also provide multimodal access for pedestrians, bicyclists, rideshare users, and people with disabilities, and fulfill transportation commitments associated with the interchange and surrounding development.
The approximately 1-acre project will be constructed on a 5-acre parcel dedicated to the Town by the developer in August 2025. The site was selected for its direct accessibility to I-25 via CVI (Figure 1). The developer has completed grading of the parcel, resulting in a generally uniform slope that facilitates site drainage.
The amount of the construction contract is $343,751 plus a 10% staff managed contingency in the amount of $34,375 for a total authorization of $378,126. The current budget amount for the Dawson Trails Park and Ride is $526,396.

Discussion
The Dawson Trails Park and Ride is a required Transportation Demand Management (TDM) strategy under the Town’s agreement with the CDOT for the CVI project (Attachment A). CDOT’s Policy Directive 1601 requires TDM measures for new interstate interchanges to reduce reliance on single-occupant vehicle travel and help preserve the long-term operational functionality of the interchange. The Park and Ride will provide a designated location for commuters to carpool and access other travel options, helping reduce peak-period vehicle demand on the CVI ramps and surrounding roadway system.
Under the agreement’s TDM schedule, the Town is required to make the Park and Ride/Carpool Lot available upon opening of the interchange and monitor its use. Town staff must conduct quarterly parking counts beginning in January 2027 and provide an initial performance report to CDOT in February 2029.
The project has been designed to provide a functional Park and Ride facility while minimizing initial construction costs and allowing certain permanent improvements to be completed in coordination with future development of the surrounding area.
During design, staff worked closely with the design consultant and Town departments to evaluate opportunities to reduce the construction cost while maintaining the functionality of the facility. This contract’s construction scope generally includes site grading, soil reconditioning, placement of aggregate base course, constructing American with Disabilities Act (ADA) compliant parking spaces and installation of 13 solar-powered parking lot lights. These operations are beyond the capabilities of Town equipment and would require Town staff to obligate hours that would affect level of Service (LOS) to their typical operations.
Asphalt millings generated by the Town Pavement Maintenance Program will serve as the final, all-weather parking surface for the lot. Town forces, the Public Works Streets Division staff, will provide operations to spread the asphalt milling evenly creating the surface for pavement markings. The Public Works Signs and Marking staff will apply marking to the asphalt milling surface creating the individual parking spaces. By the Town providing material and performing these operations, approximately $100,000 (cost of millings, grading the millings, installing signs and markings) will be realized in savings.
The Town advertised the construction project through a competitive Invitation for Bid (IFB). Bids were opened on September 30, 2026, with eight bids received, as shown in Table 1 below. 53 Corporation, LLC submitted the lowest responsive and responsible bid in the amount of $343,751.00. Staff reviewed the bid and contractor qualifications and recommends awarding the Dawson Trails Park and Ride construction contract to this contractor.

Budget Impact
The total cost of contract is $378,126, which includes 10% town managed contingency in accordance with Town Purchasing Policy and Procedure.

Project Schedule
Notice to Proceed is anticipated in November 2026 with construction completion anticipated by December 2026. This is contingent on weather conditions. Any scope of work that is not completed by year’s end will be resumed and completed in the Spring of 2027.
Staff Recommendation
Staff recommends the Public Works Commission recommend Town Council approve the resolution as introduced by title.
