Resolution: Approving the Intergovernmental Agreement Between the Town of Castle Rock and the Douglas County Youth Initiative

Executive Summary

 

Each year, the Town Council reviews requests from service organizations for funding their operations and/or community events and services.

 

The Douglas County Youth Initiative last fall requested $19,800 in 2016 to provide WrapAround services, events and associated expenses. This would be accomplished through an Intergovernmental Agreement (IGA) with the participating entities (Exhibit 1).

 

If Council approves the IGA, the funds that have been included for this purpose within the 2016 Budget will be administered accordingly.

 

Discussion

 

Services by the Douglas County Youth Initiative are proposed to be provided through the attached IGA. This IGA differs from the 2015 IGA in that it is reoccurring, so that signatures do not have to be obtained from each entity annually.

 

If Council approves this reoccurring IGA, the Town still could opt to cancel its participation in the agreement with 30 days’ notice. The IGA does not obligate the Town to any expenditures beyond the current year - all future costs are subject to annual appropriation by Town Council.

 

All of the Youth Initiative’s revenue ($295,500 total expected for 2016) comes from participating jurisdictions: the Town, the City of Lone Tree, Douglas County, the Douglas County Libraries, the Douglas County School District, the Highlands Ranch Metro District and the Town of Parker.

 

If the contribution amounts needed to be changed in the future, the IGA would be amended.

 

 

 

 

Financial Impact

 

Funds would be disbursed from the General Fund Town Council budget in the amount of $19,800.

 

Staff Recommendation

 

Staff recommends that Council review the Youth Initiative’s request and determine the funding and service levels for 2016.

 

Proposed Motions

 

“I move to approve the resolution that approves the intergovernmental agreement between the Town of Castle Rock and the Douglas County Youth Initiative as presented.”

 

OR

 

“I move to direct staff to work with the Douglas County Youth Initiative to develop an intergovernmental agreement in the amount of ___ and providing services of ___ and bring that agreement back for Council consideration.”
