Executive Summary

 

Public Works staff is proposing the renaming of South Interstate 25 (East Frontage Road) to South Wilcox Street. This renaming will establish name continuity from Plum Creek Parkway to Crystal Valley Parkway. Establishing a continuous South Wilcox corridor within the Town limits will significantly improve navigation for emergency responders, enforcement boundaries, delivery services, residents and future land development activity along the corridor.

 

Additionally, during the design process of the Crystal Valley Interchange it was recognized that using a single street name on the identification and wayfinding signs associated with the new intersections, in particular the roundabout on the east side of I-25, would reduce initial construction costs, as well as ongoing maintenance and future replacement costs.

 

Discussion

 

Associated with the construction of the Crystal Valley Interchange, in 2023 the Town entered into an Intergovernmental Agreement (IGA) with Douglas County (County) that transferred ownership of parcels purchased by the county for the sole purpose of constructing the interchange. With these conveyances and the requirements of the IGA, the Town assumes full responsibility for the maintenance and operation of the entire section of roadway.

 

Staff is currently in the process of annexing the conveyed property into the municipal boundaries and under Town jurisdiction. As part of this process, Town staff is initiating the formal street renaming to improve street name continuity within the Town limits.

 

The current roadway is named South Interstate 25 Road from Crystal Valley Parkway north to the southern boundary of the Town which is located near the car dealerships. There currently is no distinctive signage marking the transition from South Wilcox Street to South Interstate 25 along this corridor.

 

When a street name change is proposed within Town limits, the Town of Castle Rock initiates the process by submitting a formal referral request to Douglas County Planning and Addressing. This referral identifies the proposed street name revision and any required address changes. Douglas County, as the authority responsible for address assignment, reviews the corridor to ensure all updated addresses are sequential, consistent with the regional address grid, and compliant with County addressing standards. Upon Douglas County’s approval, the Town may proceed with public notification efforts, Council review, and any required annexation actions. Following Town Council approval, Douglas County finalizes and records the official street name and assigns the new addresses, which then become effective on the recorded date.

 

The renaming to South Wilcox Street will require 61 properties to change their addresses as seen on the attached map.

 

Following the Town policy on street name change, staff coordinated with the Town’s Community Relations team and prepared a notification letter requesting public feedback via a website link. The letter was mailed to all affected addresses on October 9, with the comment period ending on October 31. The Town received three comments, all in favor of the street name change, citing that it would help reduce confusion.

 

In addition to the Town’s outreach efforts, Douglas County Planning & Addressing will provide further notification in accordance with their established policy. A notice of pending address changes will be sent to all affected residents and businesses shortly after the start of the new year, offering an additional opportunity for property owners to provide comments or request clarification. Following Town Council’s Second Reading and approval of the street name change resolution, Douglas County will issue the final address change letter. The updated addresses will become official on February 18, 2026, upon formal recording of the new street name.

 

For the proposed street name and address changes to take effect, the annexation of the roadway must first be approved by Town Council. A resolution for the annexation of the roadway is scheduled for consideration on February 3, 2026 (First Reading) and February 17, 2026 (Second Reading). In conjunction with this action, staff will present the street name change resolution to Town Council, coordinated with the annexation at both the first and second readings, with formal action anticipated on February 17, 2026. If both the annexation and the street name change resolution are approved at the second reading, Douglas County will record the new street name, and the updated addresses will become official on February 18, 2026.

 

Budget Impact 

 

The budget impact of the proposed street name change is not yet known. A total of 61 addresses would be affected by the change, including 1 church, 55 businesses, and 5 residences. While the Town does not have an established policy regarding reimbursement for address-change expenses, providing assistance may be considered a neighborly and supportive approach given the community impact. On past projects, including the North Meadows Extension, residents that experienced a change to their address as a result of a street name change were given $50 each to offset any costs associated with the re-addressing of their property.

 

Typical costs for residents are relatively minimal, generally $50 for updated driver’s licenses, checks, and incidental items resulting in an estimated total of approximately $250 for the five affected residences. The church is anticipated to incur higher expenses, estimated at $1,500, primarily for signage and printed materials. Businesses are expected to bear the most significant impacts. Using an average cost of approximately $800 per business covering signage, vehicle decals, website updates, and printed collateral, the total expected cost for all affected businesses is approximately $43,250. Together, these impacts result in a preliminary community-wide estimated cost of $45,000. Should reimbursement be requested, such requests will be reviewed and considered on a case-by-case basis.  This expense was anticipated during budget development, and Finance has confirmed that sufficient funds are available to cover the cost.

 

Additional local street signs required for the name change will be fabricated and installed in-house by the Town’s Signs and Markings Department, minimizing external costs.  This cost falls within the Public Works Department’s budget. 

 

Staff Recommendation

 

Staff recommends that the Public Works Commission recommend that Town Council direct staff to proceed with implementing the proposed street name change from South Interstate 25 to South Wilcox Street between Plum Creek Parkway and Crystal Valley Parkway, and to continue coordinating with Douglas County Planning & Addressing in accordance with their required process. Staff further recommends maintaining the target reimbursement budget of $45,000 for affected properties.

“I move to recommend that Town Council direct staff to implement the street name change from South Interstate 25 to South Wilcox Street between Plum Creek Parkway and Crystal Valley Parkway, and to strive to keep total property reimbursements for associated impacts within the estimated $45,000 budget.”

“I move to recommend that Town Council direct staff to make no changes to the existing street naming or property addressing.”

 

“I move to recommend that Town Council direct staff to implement a street name change from South Interstate 25 to South Wilcox Street between Plum Creek Parkway and Crystal Valley Parkway, and (insert conditions).
