Executive Summary
This request is to approve an agreement with RS&H (formerly known as HB&A) to perform architectural and engineering services for Fire Station 156 and Fleet Facility. This project was competitively bid, eight firms submitted proposals, two firms were interviewed, and RS&H was selected by the interview team. RS&H also had the lowest bid at $714,930.00.
Notification and Outreach Efforts
This project was competitively bid via Rocky Mountain BidNet to solicit request for proposals (RFPs). No additional outreach was needed at this time.
History of Past Town Council, Boards & Commissions, or Other Discussions
Town Council has previously approved similar purchases for fire station design, most recently in 2017. The Public Safety Commission was briefed on this process, and had no questions or concerns.
Discussion
This request is to approve an agreement with RS&H (formerly known as HB&A) to perform architectural and engineering services for Fire Station 156 and Fleet Facility. The station has been in the planning process for several years as the department has continued to monitor the growth and call volume in this area. The addition of the Fleet Facility to the project is also due to our current need that has been identified in our 2020-2024 Strategic Plan. The current fleet facility at the PSTF South building is limited in its ability to serve our fleet and logistics needs with only two bays for over thirty apparatus, and the inability to raise the aerial ladder inside to work on those trucks. If an aerial needs to be worked on, it has to be taken to Station 152 and placed in one of the bays where the aerial can be raised.
This process was competitively bid via Rocky Mountain BidNet. Eight firms submitted proposals ranging in cost from $714,930.00 to $1,147,845.00. After reviewing the proposals, six were eliminated from consideration due to either incomplete submittals or cost. Two firms, RS&H and Short Elliott Hendrickson (SEH) were selected to be interviewed. SEH was the architect for Station 152, and RS&H has previously done work for the town, specifically, the Central Service Center, CRW’s O&M building, and the Town Hall addition.
Interviews were conducted on July 16, 2024 by the CRFD project team, which included members from Dunakilly, our Owner’s Rep, CRFD, and the Town Manager’s Office. Upon completion of the interviews, the team unanimously agreed to select RS&H. RS&H also had the lowest bid at $714,930.00.
Based on the interview and RS&H’s history with other Town projects, the project team recommends RS&H for this project.
Budget Impact
The cost for this agreement in the amount of $714,930.00 is accounted for in the Fire Capital budget, 132-2275-422.78-18, New Fire Station. We are requesting a 10% contingency of $71,500 for a total project cost of $786,430.00.
Staff Recommendation
Staff recommends approval of the resolution.
