Discussion

 

As the new Council is sworn in and the end of year draws closer, it is helpful to set out a listing of some current issues, along with a forecast of the 2017 major projects list. Additionally, staff is requesting Council consideration of a special meeting, preferably in January, to allow staff to present an in-depth discussion of some of the major issues currently before the Town and to further allow Council to discuss the Town’s current strategic priorities. This would allow: a more informal setting for strategic prioritization, Council discussion on new issues or pursuit of improvements to existing issues, and discussion on other items (e.g. meeting protocols/procedures, etc.) that Council may desire. While it may be possible to place this session after usual Council business at a regular meeting, a separate meeting is seen as desirable to allow adequate focus and time for interaction. 

 

Further, staff will be contacting new Councilmembers (and welcoming any current Councilmembers)

for one-on-one discussions with departments to further orient Council with a more targeted departmental focus. The following is a list of current topics and major issues expected on into 2017 - as with any forecast, it is subject to change! This serves as a short-hand outline for a more in-depth briefing.

 

Current priority: Enhancing our transportation

Continue annual pavement maintenance program, focused in 2017 on southern Castle Rock

Complete initial planning, design and right of way acquisition for the Crystal Valley Parkway/Interstate 25 interchange

Reconstruct Meadows Parkway between Prairie Hawk Drive and U.S. Highway 85 and Emerald Drive between Plum Creek Parkway and Emerald Court

Update the Town’s Transportation Master Plan

Construct a roundabout at Third and Perry Streets

Construct two new traffic signals at needed intersections

Add staff in Public Works to assist in project and traffic signal management and pavement maintenance

Design an expansion to the Public Works Service Center

 

Current priority: Ensuring our public safety

Construct and equip Fire Station 152 in Crystal Valley Ranch

Implement a new records management system for Castle Rock Fire and Rescue

Add two Patrol Officers in Police and a Fire Prevention Officer in Fire

Present to Council a project that best meets the Town’s long-term public safety training facility needs

 

Current priority: Ensuring our water future

Consider options for implementation for Plum Creek - water reuse diversion project, including possible acquisition of United Water assets

Complete updates to the Wastewater, Water, Water Resources and Stormwater master plans

Continue the WISE, Box Elder and Chatfield Reallocation projects

Transfer raw water supply from East Plum Creek/Plum Creek Water Reclamation Authority (PCWRA) to Rueter-Hess Reservoir

Implement 2015 Water Efficiency Plan, targeting additional 18 to 20 percent reductions in per capita use

Design expansion/upgrades to the PCWRA wastewater plant

Continue rehabilitation/replacement of aging infrastructure

Complete planned stormwater capital projects

Continue implementing financial management plan to minimize rates and fees changes

 

Current priority: Maintaining strong Parks and Recreation

Plan for the Town’s next neighborhood park, planned to be constructed in 2018

Complete improvements to Festival Park

Construct a combined Parks and Facilities maintenance building

Participate in the development of recreational opportunities at Rueter-Hess Reservoir

Design and acquire property for the completion of the East Plum Creek Trail south to Crystal Valley Parkway for 2018 construction

 

Current priority: Enhancing our historic Downtown

In cooperation with the Downtown Development Authority, facilitate Downtown redevelopment projects, including finalizing agreements and items for the Riverwalk project

Complete and consider recommendations from the Downtown parking study

 

Current priority:  Managing growth

 Adopt the 2030 Vision and Comprehensive Master Plan

Implement the new impact fee and Development Services fee schedule

Via the Castle Rock Urban Renewal Authority, consider tax-increment sharing for the proposed Millers Landing project and public finance agreement

Complete the addition to Town Hall as funded by Development Services fees

 

Current priority: Pursuing economic development

Consider financial participation in the campus collaboration project

Use the Economic Development Fund to pursue opportunities consistent with Town goals

 

Current priority:  Managing Town fiscal obligations

Streamline performance measurement practices Townwide

Complete the 2017 Community Survey

Update the Town’s strategic plan

Complete the 2018 Budget, along with the annual three-year financial plan and five-year Capital Improvement Program
