Resolution Approving a Construction Contract with Colorado Designscapes, Inc., for the Plum Creek North Park Project [Location: 2225 Emerald Drive]

Executive Summary
The purpose of this Resolution is to seek Town Council approval of a Construction Contract with Colorado Designscapes, Inc., in the amount of $3,737,350 for the Plum Creek North Park Project.
This project was identified as a priority in the department’s 2019-2024 Capital Improvement Plan and will construct a new park at 2225 Emerald Drive. The park will feature a parking lot, half-court basketball, shade structure, plumbed restroom building, pickleball courts, plazas areas, seating, two playgrounds, a boulder play structure and bocce ball courts (Attachment A).
Prior to its acquisition by the Town in 2019, the approximately 7-acre site was owned and operated by the Plum Creek Golf Club. The parcel included a pool, trails, tennis courts, a playground and parking lot. The existing pool had been out of operation for 7 years, and many of the park’s amenities were deemed to be beyond repair. With this determination, the Town demolished the pool, pool building, pool shelter, playground area and tennis courts.
In 2020, the Town contracted landscape architect DHM Design to perform site analysis, complete public outreach and design the Park Master Plan (Attachment A). Through the public process, staff received 162 survey results indicating that a large majority of users walked to the park and that respondents wanted to maintain a neighborhood park feel. This approach helped shape the design’s proposed site features, as well as establish the size of the parking lot to adequately address community desires. Some of the top choices from the neighbors included shade structures, social gathering areas with seating, playgrounds, restrooms and pickleball courts. The results and plans from the public process can be reviewed online: <https://www.plumcreekparks.com>. Using this feedback, DHM Design finalized the plan and bid documents.
Once this contract is approved, Colorado Designscapes will commence work in summer 2023 with an anticipated project completion of summer 2024.

The Parks and Recreation Commission unanimously endorsed the selection of Colorado Designscapes, Inc., to construct the Plum Creek North Park Project on May 17, 2023.
Discussion
The project was opened to bidders on Monday, April 24. Following the bid opening, there was a mandatory pre-bid conference on April 27. Six general contractors and one court surfacing company attended. Two sealed and responsive bids were received by the due date of May 12. Colorado Designscapes, Inc., provided the lowest responsive bid with a base bid of $3,682,350.
The base bid results for the Plum Creek North Park Project are outlined below:

In addition to the base bid, project costs will include an allowance for signage and an allowance for flared-end section (both of which are included in the Colorado Designscapes contract for a total contract authorization amount of $3,737,350), as well as Town-managed contingency, additional Town-managed allowance and permit and system development fees. To reduce project costs, staff will purchase playground equipment directly and contract its installation. All costs and fees will result in a total project cost of $4,646.560.88.
Budget Impact
The Plum Creek North Park Project will be expensed to the Parks and Recreation Capital Fund account number 130-5275-452.75-21.
$3.5 million was approved for this project in the 2023 budget. An additional $1.1 million allocation will require Town Council approval through a budget amendment, which is scheduled for June 20, 2023. The Parks and Recreation Capital Fund does currently have the capacity within its fund balance to cover the additional costs until the amendment is formally adopted appropriating the funds.
