Staff receives planning, building, and zoning questions on a daily basis. The high growth nature of Castle Rock results in numerous and diverse questions with individuals seeking information about existing conditions and future plans. All community development activity information is located on the Town website under the Development Activity link and In Your Backyard interactive map. Please contact me if any questions arise from the following information. 

 

1.                     New Quasi-Judicial Applications Requiring Public Hearings:

 

Meadows South Site Development Plan

Castle Rock Development Company submitted a site development plan for 68 paired homes (116 units) located south and west of the intersection of Wolfensberger and Coachline Road.  The 26.9 acres parcel abuts the west side of PS Miller Park and will require public hearings before Planning Commission and Town Council.

 

 

2.                     General Inquiries in the Town or within the County:

 

PPA for Maher Ranch Disconnection

The property owner is seeking feedback on disconnection (removing property from the Town) on land located within the Maher Ranch PD. The PPA is not a formal request for disconnection. The property owner is seeking feedback about the idea of disconnection. Similar to annexation, disconnection must meet specific technical requirements as determined by Town Council through a public hearing process. The property is located west of Sapphire Pointe Boulevard. 

PPA for Tennis Center

Staff received a request seeking feedback on a tennis center located within Brookside Business Center PD adjacent to the Medved auto dealership. The proposed 39,000 square foot tennis center includes three indoor regulation tennis courts, pickle ball courts, and a reception area, with future exterior tennis courts at a later phase.

Douglas County Referral - Solterra Senior Living Expansion

Douglas County staff sent a referral to Town staff seeking feedback on redevelopment of Solterra at Castle Rock. Solterra is an existing senior living facility located within the County at 4001 Home Street, north of the Silver Heights neighborhood. Similar to the Bonaventure Senior Living facility in The Meadows, the Solterra proposal includes a 60 unit Independent Living wing four-stories in height with associated Assisted Living / Memory Care Building, a total of 253 beds. Staff will review the proposal and provide referral comments to County staff.

3.                     Development Activity:

 

Annexations

 

                     Ridge Estates:  The proposal includes annexation and zoning for 52 residential lots.  Density, buffering, water use, and traffic are issues that require further study prior to public hearings. The project is located in Douglas County on the south boundary of Crystal Valley Ranch.

 

Pending Code Amendments

 

                     Assisted Living / Group Home: This item was heard at Planning Commission on May 24 and recommended for approval to Town Council. Council will hear this item on First Reading at the July 17 Council meeting. 

                     Wireless Code Update: Council approved the ordinance on Second Reading on June 19 and it goes into effect on July 19.

o                     7-Eleven site construction, located southwest of Promenade Parkway and Castle Rock Parkway.

o                     Chick-fil-A site plan, construction documents approved and building permits were issued, located in the north/central part of the site.

o                     Culver’s early grading permit issued. The project is located on Genoa Street between Arby’s and Holiday Inn Express.

o                     Del Taco site construction, located southwest of Promenade Parkway and Castle Rock Parkway.

o                     La Loma Restaurant site plan, construction documents, and erosion control plan review, located in the north end of the site.

o                     Les Schwab Tire Center infrastructure, located north of Promenade Parkway.

o                     Natural Grocer site development plan amendment under review, located southeast of Promenade Parkway and Castle Rock Parkway.

o                     Midici Restaurant building permit, located on the north end of the site.

o                     Premier Members Credit Union site construction, located southwest of Promenade Parkway and Castle Rock Parkway.

o                     Retail building site development plan, located northwest of Promenade Parkway and Castlegate Drive West.

o                     Retail building construction documents located adjacent to Meadows Parkway south of Lowes.

o                     Starbucks and unnamed commercial unit site plan submittal, located in the north/central part of the site.

 

                     Meadows:

o                     Collaboration Campus site construction, located north of the hospital and south of the high school. 

o                     Town Center:

§                     Apex charter school site construction.

§                     CVS Pharmacy site construction.

§                     Mixed-use 17,000 sq. ft. building, site plan and construction documents under review, located on Ambrosia St.

§                     Sherwin Williams Retail Store site construction and building permit.

§                     South Denver Gastroenterology Ambulatory Surgery Center tenant finish at 3911 Ambrosia Street.

 

                     Downtown:

o                     Riverwalk North and South buildings under construction on Wilcox Street.

o                     Wild Blue Yonder site construction at Wilcox and Sixth Street. 

 

                     Other Commercial Projects throughout Town:

o                     Castle Locks II, site construction for a self-storage facility on Liggett Road.

o                     Castle Rock Industrial Park site plan for office, warehouse and flex space, located at the northwest intersection Hwy 85 and Liggett Road.

o                     Factory Outlet Mall storm water drainage swale improvements, located between New Memphis and I-25.   

o                     Founders Marketplace and 7-Eleven site construction for commercial retail development, northeast of Fifth Street and Founders Parkway.

o                     Garage Condos construction and soil erosion plan, located on Liggett Road.

o                     Metzler Ranch, site development plan for a veterinary clinic located near Founders Parkway and Woodlands Boulevard/Allen Street.

o                     Plum Creek Golf Course plat amendment for clubhouse and parking lot.

o                     Starbucks, site development plan, construction documents and plat, located on southeast corner of Wolfensberger Road and Kinner Street.

o                     Town of Castle Rock Fire Station 152 construction, located on the Crystal Valley Parkway.

o                     Town of Castle Rock Service Facility construction and erosion control plans, located on the north end of Caprice Street.

o                     Vet clinic (at former Fowl Line restaurant location), construction and erosion control plans for minor site changes.

o                     World Compass Academy building expansion located on I-25 frontage road and South Perry Street.

                     Crystal Valley Ranch construction documents for single family subdivision, located in southern interior portion of Loop Road.

                     Founders Village sign monument, landscape, fence, and trail improvement plans adjacent to Mikelson Blvd. between Mitchell Street and Sovereign.

                     Lanterns construction documents for Loop Road located south of Crystal Valley Parkway and east of Plum Creek Blvd.

                     Liberty Village construction documents for single family lots located on the north side of Castle Oaks Drive.

                     Liberty Village Bridge crossing on Castle Oaks Drive and McMurdo Gulch channel improvements.

                     Meadows Neighborhood Park construction documents.
