Executive Summary
The purpose and intent of this report is to provide Town Council with a summary of quasi-judicial projects. In order to provide all parties with due process under law, decision makers must be fair and impartial when considering quasi-judicial applications such as those attached to this memorandum (Attachment A).
Many of the attached projects do not have public hearing dates yet, but Town Council could be asked to consider them in the future. The Town’s In Your Backyard map provides information on staff-reviewed applications and applications already approved by Town Council. Those applications can be found at: CRgov.com/ <http://www.crgov.com/inyourbackyard>developmentactivity.
New Applications
Phillips 66 Canopy Signs (80 Plum Creek Pkwy)(DTWN16-0001) - Freeman Signs has made application to update the existing station canopy with three new logo signs that measure 33 ½” square. Downtown sign applications will have public hearings with the Design Review Board. A tentative hearing date has been set for June 22, 2016.
312 Wilcox Street Downtown Façade SDP (SDP16-0025) - A new building façade has been proposed for the existing building in the Downtown Overlay District. Applications within the Downtown Overlay District will have public hearings with the Design Review Board. A tentative hearing date has been scheduled for June 22, 2016.
Arbors PD Zoning Amendment (PDP16-0002) - Paragon Engineering has submitted an application to amend the Arbors Planned Development Plan (PD) to increase the allowed maximum building height from 40 feet to 55 feet and decrease the allowed minimum setback from 40 to 20 feet. The application will require public hearings before the Planning Commission and Town Council.
865 Barranca Dr Use by Special Review (USR16-0005) - The applicant is proposing to establish an on-line Auto Dealership/Brokerage to be run in conjunction with the existing Motospa Car Wash use. The applicant is proposing to utilize 2 parking spaces and small internal office space in the existing building to serve the use. Vehicle sales is a permitted use in the underlying PD zoning only after review by the Planning Commission
