Executive Summary

 

Castle Rock Water is seeking Town Council approval of a Resolution (Attachment A) approving a sole-source construction contract (Exhibit 1) with Global Underground (Global) to construct the south phase of the Plum Creek to Rueter-Hess Reservoir (PCRHR) Pipeline.  The proposed contract is in the amount of $3,813,999 and staff requests 190,700 (5%) in Town-managed contingency for a total authorization of $4,004,699.  The scope of work involves specialized trenchless construction and installation of 2,850 feet of 16-inch diameter water line under Promenade Parkway, Union Pacific Railroad, Highway 85, and adjacent private properties.  Construction completion is needed by early 2027 due to planned commercial development in the Promenade area.  

 

Budget Impact

 

This contract authorization is in the amount of $3,813,999 along with $190,700 (5%) Town-managed contingency for a total authorization of $4,004,699. A 5% Town-managed contingency is recommended as Global is already incorporating a contingency of $342,000 (approximately 10% of the total contract less project bonds) in their bid. To provide sufficient funding, budget transfers totaling $7,100,000 will be made to the PlumCreek-RueterHes PL project account as shown below:
