Update: Quasi-Judicial Projects

Executive Summary
The purpose and intent of this report is to provide Town Council with a summary of quasi-judicial projects. In order to provide all parties with due process under law, decision makers must be fair and impartial when considering quasi-judicial applications such as those included in this memorandum. Many of these projects do not have public hearing dates yet, but Town Council could be asked to consider them in the future.
New Applications
QuikTrip South Wilcox Street
The Town has accepted a Site Development Plan application from QuikTrip for the redevelopment of the property located at 407 S. Wilcox Street. The proposal includes a 6,569 square foot convenience store and fueling station and a 4,302 square foot car wash. The property is located within the Downtown Overlay District (DOD) and the site design is subject to the DOD design standards. Public hearings are required before the Design Review Board and the Town Council. The property is in Councilmember Dietz's district.
Wireless Cellular Facility at Fire Station 152
Smartlink has submitted a quasi-judicial application for a Use by Special Review for a new wireless cellular facility. The applicant is proposing a 50-foot-tall wireless cellular facility at Fire Station 152 designed to appear as a fire watch tower. Fire Station 152 is located at 485 Crystal Valley Parkway. The Use by Special Review will require public hearings before the Planning Commission for review and recommendation and Town Council for review and final decision. Town Council will also consider a lease for the proposed wireless cellular facility as it is proposed on Town property. This project is located in Councilmember Dietz’s district.
