Executive Summary

 

Castle Rock Parks and Recreation is seeking Town Council approval of a Resolution waiving formal written bidding requirement on the basis of Sole Source and approving Construction Contract with Saunders Construction, Inc. to reconstruct the slide tower structure at the Castle Rock Recreation Center leisure pool in the amount $2,486,544 plus a 10% Town-managed contingency in the amount of $248,654.40.

 

Facilities and Parks and Recreation staff engaged JVA structural engineering in March 2022 concerning the deteriorating condition of the slide tower stair structure. JVA recommended that the stairs be closed for safety and contacted three general contractors for repairs. All three contractors declined to provide estimates, and it was determined that a full replacement of the stairs would be required. The stair tower and the pool slide has been closed for over a year, which has resulted in an estimated loss of revenue of $20,000 per month in facility attendance and an additional $5,000 per month from lost birthday party rentals.

 

Town staff contracted the original building architect (Ohlson Lavoie Corporation) and general contractor (Saunders Construction) to provide a solution for rebuilding the structure. An option of removing the slides altogether was not considered because the cost to do so would be roughly equivalent to replacement without the potential for future cost recovery.

 

OLC completed design drawings in June 2023, and Saunders provided pricing to complete the project. Approval of a construction contract on the basis of Sole Source is now requested to bring the facility back online as soon as possible.

 

The contractor will demolish the existing slide stairs, the pump pit ceiling and the stair tower enclosure. A temporary barrier between the pool and the slide tower building will be constructed to keep the pool operational. The exterior slides will be removed for access. The slide tower walls will be replaced with structural concrete block and a new roof. Hot dip galvanized steel stairs and railings will be added and painted with high performance coatings. Saunders will also install reinforced fiberglass stair treads and landing decks. The sealant joint between the pool shell and pool deck, as well as the building wall perimeter, will be replaced, and the voids between the wall and columns on the pool deck will be filled with expanding foam insulation to ensure moisture protection. 

 

The contractor will repair and resurface the existing slides, and will paint all interior steel structures from the deck to the roof structure with high performance coatings. New windows will be added to the slide structure to improve natural lighting and new duct work will be installed to improve air handling. A new roof-mounted chemical exhaust fan will also be installed. Saunders will install new lighting throughout the tower structure and place the new pump controls in a safe location for staff operation.

 

Work will commence within two weeks of contract approval and be complete by April 2024. Time is of the essence to ensure the pool can be closed in before the winter.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

The Castle Rock Recreation Center addition was approved by Town Council in 2005 and facility additions were opened in 2006. Residents are becoming increasingly frustrated with the length of time the slide tower has been out of service and Community Center Fund revenues have been impacted by the closure of both slides.

 

Budget Impact

 

This agreement has been Sole Sourced according to the Town’s Purchasing Policy as the vendor Saunders Construction offers a service unique in nature for the complexity of construction. In addition, Saunders Construction was the general contractor that built the original addition and has the extensive background necessary to restore this facility.

 

This expense will be included in the third 2023 budget amendment. Project costs will be paid for through a 10-year internal loan supported by annual payments through the Community Center Fund Building Improvements Account 216-5175-451.70-20 for a total amount of $2,486,544, plus a 10% Town-managed contingency in the amount of $248,654.40. The Community Center Fund balance of $2,795,140 million has the capacity to cover the project costs until the budget amendment is formally adopted appropriating the funds.
