Executive Summary

The high growth nature of Castle Rock results in numerous and diverse questions with individuals seeking information about existing conditions and future plans. All community development activity information is located on the Town website under the Development Activity link and In Your Backyard interactive map.

 

1.                     Quasi-Judicial Applications Requiring Public Hearings:

ACME Brick Rezone:

P3 Advisors submitted an application to rezone the Acme Brick property from I-2 to Interchange Overlay (IO) Planned Development (PD). The property consists of approximately 33.3 acres. Permitted uses and design standards are listed in the IO criteria as approved by Town Council in 2010. The project requires public hearings with the Planning Commission and Town Council. The project is located in Councilmember Bower’s District. 

 

Caliber at Terrain:

The Garrett Companies, on behalf of Poplar Investments, Inc., submitted a Site Development Plan (SDP) application to construct an apartment building complex known as Caliber at Terrain. The project is located in the northeast quadrant of Founders Parkway and State Highway 86. The plan includes 21 two-story apartment buildings with 226 residential units, a clubhouse/leasing office, a pool, and a dog park. 204 attached garage spaces and 212 surface parking spaces support the project. The project requires public hearings with the Planning Commission and Town Council. The project is located in Councilmember Townsend’s District.

 

Memmen Young Infill PD Rezone

Highline Engineering & Surveying, on behalf of 176 M LLC (property owner) and Macor LLC (developer), submitted a major amendment to a 176.5 acre portion of the Memmen Young Infill PD. Approved in 1985, the Memmen Young Infill PD is located west of Ridge Road, south of Fifth Street, and north of Plum Creek Parkway. The area under consideration allows 410 single-family units and 476 multi-family units.  The applicant is proposing 377 single-family units and 260 duplex units (130 structures) with 81 acres of open space. The project title is Founders Vista. Major amendments require public hearings with the Planning Commission and Town Council. The project is located in Councilmember Teal’s district.

 

620 Second Street

Staff received a landmark alteration certificate application for 620 Second Street, also known as Kirk House. The property is located at the southwest corner of Second Street and N. Lewis Streets and was locally landmarked in 1998. The proposal includes renovating the windows, adding a new front porch, adding a new side deck, and a new addition off the west and south sides of the home. The Historic Preservation Board will review and act on the alteration. The project is located in Councilmember Bower’s District. 

 

2.                     General Inquiries in the Town or within the County:

105 West Brewing

Eric Seufert, on behalf of 105 West Brewing Company is seeking feedback on a proposed grain silo and front building elevation façade changes for the 105 Brewery. The property is located northwesterly of Wolfensberger and Park Street. Timing of the project is unknown and staff will provide updates if the project moves forward. The proposal is located in Councilmember Bower’s District.









Castle Rock Auto Storage

Jay Simpson on behalf of Castle Rock Auto Storage, LLC is seeking feedback on an indoor, climate-controlled vehicle storage facility located on the I-25 Frontage Road north of World Compass Academy and south of the Medved Auto Dealership. The proposal is for two, 20,000 square foot warehouse buildings for indoor storage of vehicles, on a month-to-month basis. Staff will provide the applicant with critical comments. Timing of the project is unknown. The proposal is located in Councilmember Teal’s District.

3.                     PreApplication Meeting Requests:

Castle View High School

Eidos Architects, on behalf of Castle View High School is seeking information on application and submittal requirements for a 25,000 to 28,000 sq. ft. building addition. The addition was identified in the original site plan and will provide 12 new classrooms and a flexible multipurpose space along with a new 68 space parking lot. Timing of the project is unknown. The proposal is located in Councilmember Bracken’s District.

 

Murdoch’s Sign

Spectrum Inc. on behalf of Murdoch’s, is seeking information on application and submittal requirements to enlarge an existing ground sign located at the Murdoch’s store. Enlarging the sign will allow for an additional internally lit cabinet sign on top of the current cabinet sign. Timing of the project is unknown. The proposal is located in Councilmember Townsend’s District.

 

Plum Creek Community Church

Joey Hoppe, on behalf of Plum Creek Community Church, is seeking information on application and submittal requirements for a proposed 11,730 square foot addition and partial remodel to Plum Creek Church located at 960 South Interstate 25. The proposed project is part of a phasing plan to expand their Children’s Ministry. Timing of the project is unknown. The proposal is located in Councilmember Teal’s District.

o                     Retail building, site construction, located west of Sam’s Club on the east corner of Promenade Parkway and Factory Shops Blvd. intersection.

 

                     Meadows:

o                     Town Center:

§                     Canvas Credit Union, site construction, located at Meadows Boulevard and Future Street.

§                     Mixed-use 17,000 sq. ft. building, site construction, located on Ambrosia St.

§                     Park area site plan, located between Viridian and Saffron Streets.

o                     Collaboration Campus, site construction, located north of the hospital and south of the high school. 

o                     Bridge and access road, construction documents under review, to connect roundabout under construction on North Meadows parkway south and then to east crossing Plum Creek.

o                     IREA Substation, construction documents under review, located east of Castle View High School and ACC Collaboration Campus.

o                     Jiffy Lube, site and building construction located north of Meadows Parkway and Lombard Street intersection.

o                     Medical office building, site development plan, located at Prairie Hawk and Dacoro Lane.

o                     North Meadows Parkway, roundabout construction for future intersection located north of Castle View High School between the two bridges, providing access to the future commercial-office-industrial parcels on each side of North Meadows Pkwy.

o                     Tommy Carwash, site and building construction located north of Meadows Parkway and Lombard Street intersection.

o                     Water line, construction adjacent to North Meadows Parkway between State Highway 85 and East Plum Creek.

o                     Meadows Town Center, site development plan for mixed use, restaurant, and 111 multi-family residential units, located at northeast corner of Bilberry St. & Mercantile St.

 

                     Downtown:

o                     221 N. Wilcox Street, temporary parking lot site construction, located at southwest corner of Wilcox Street and Third Street.

o                     Encore, site plan under review and demolition of existing buildings, northeast of Wilcox Street and South Street intersection.

o                     Great Divide at Riverwalk, building permit for tenant improvement under review, located at 215 N Wilcox in Riverwalk North.

o                     Mod Mountain Boutique, building permit issued for tenant improvement, located at 215 N Wilcox in Riverwalk North.

o                     Riverwalk North and South buildings are under construction on Wilcox Street and a temporary Certificate of Occupancy permit was issued for both buildings.

o                     Brookside Skilled Nursing/Castle Rock Health Campus, site and building construction for new 32-bed skilled nursing facility located on S. Perry Street.

o                     Castle Rock Fitness Club, site plan under review for 15,000 square-foot fitness facility, located on Crystal Valley Parkway east of I-25 frontage road.

o                     Castle Rock Industrial Park, site and building construction for office, warehouse and flex space, located at the northwest intersection of State Highway 85 and Liggett Road.

o                     Convenience Store and retail space, site plan under review for 7,200 square-foot building and fuel island, located at southeast corner of Plum Creek Parkway and Lake Gulch Rd.

o                     Crystal Valley Ranch, revisions to landscaping plans located west of West Loop Road and River Oaks Street.

o                     Founders Marketplace, Canvas Credit Union and Liberty Express Carwash site construction, northeast of Fifth Street and Founders Parkway.

o                     Founders Marketplace, site plan under review for mixed-use retail building of 6,975 square-feet, located on Ridge Road between King Soopers Fueling Station and IREA substation.

o                     Garage Condos, site construction, located on Liggett Road.

o                     Heckendorf Ranch, 10,000 square-foot retail site plan under review, located southwest of Crystal Valley Parkway and Plum Creek Boulevard, directly south of Fire Station No. 152.
