Executive Summary
The Design Review Board is a seven-member board that currently has two vacancies. The board is made up of:
• Two downtown property owners
• Two Historic Preservation Board representatives
• Two Downtown Development Authority Board representatives
• One Planning Commission representative
The current vacancies are for one downtown property owner and one Historic Preservation Board representative.
The Downtown property owner vacancy posted in September on the Town website, and community outreach included:
• Advertised weekly in the Castle Rock News-Press
• Social Media post in early October
• Staff shared information with the Your Town Academy class in early October
• DDA shared information with qualifying individuals
• Chamber of Commerce featured our ad in their newsletter in early November
Applications were received from two eligible candidates. Candidates were interviewed by a panel consisting of Council liaisons Laura Cavey and Desiree LaFleur, Mayor Pro Tem Kevin Bracken, Board Chair Stu Butler, and Development Services Assistant Director Tony Felts. The interview panel believes Chris Leevers will be an excellent fit on the Design Review Board, and is unanimously recommending the appointment Chris Leevers to fill the vacancy, for a partial term ending May 31, 2023.
At the December 1, 2021 meeting, the Historic Preservation Board voted to recommend Robert Lange as the new HPB Representative to the Design Review Board, for a partial term ending May 31, 2022.
The Design Review Board reviews all development applications that require a Downtown site plan to achieve the goals and objectives of the Downtown Master Plan, the Downtown Overlay District and the Historic Preservation Plan. Meetings are open to the public, and may be attended by one or more Town Council members.
