Rueter-Hess Reservoir Intergovernmental Agreement Update

Executive Summary
The Town of Castle Rock will soon approve an Intergovernmental Agreement (Attachment A) between the Parker Water and Sanitation District, the Douglas County Board of County Commissioners, the Town of Parker, the Town of Castle Rock, the City of Lone Tree and the City of Castle Pines. The agreement will dissolve the Rueter-Hess Recreation Authority and establish a new board at the County level for the purposes of managing recreation efforts held at Rueter-Hess Reservoir. Going forward, the District, the County and the Municipal Members will plan, develop and provide recreational uses and amenities around the reservoir for the benefit of the public provided the improvements do not interfere with the primary purpose of the District. Upon finalizing the IGA, staff will then seek Town Council approval to formally appoint Parks and Recreation Director Jeff Brauer to serve as the Town of Castle Rock’s representative on this board.
