Resolution Approving a Service Agreement with Short Elliott Hendrickson, Inc., for the Design of the Crystal Valley Parkway and Plum Creek Boulevard Roundabout Project

Executive Summary
The purpose of this memo is to request Town Council to approve a resolution (Attachment A) to retain Short Elliott Hendrickson, Inc. (SEH), as the Town’s engineering consultant for the design of Crystal Valley Pkwy and Plum Creek Blvd Roundabout Project, see attached map (Attachment B). Following Town Purchasing Policies and Procedures, a Request for Proposals (RFP) was advertised and a consultant selected.
The intersection of Crystal Valley Parkway and Plum Creek Boulevard is currently experiencing rapid traffic growth related to new home construction in the south area of town. It has been determined that a roundabout will best serve the desired value of the community in the form of increased safety, low downtime, improved reliability, and low environmental impacts. Town staff assessed a variety of potential options, including an all-way stop, and traffic signal. The all-way stop option was found to increase safety risks, as well as increase the amount of downtime and environmental impacts under both existing and future conditions. The traffic signal option was determined to increase safety risks and the amount of downtime and environmental impacts in the existing conditions. The increased safety risks with a signal is not projected to be reduced until approximately two years. The roundabout option was determined to outperform all other options in the majority of areas valued by the community.
The services provided under this contract include: 1) design, 2) traffic analysis, and 3) Right of Way services. All services are projected to be completed in the summer of 2022. The construction phase is currently estimated to begin shortly after the design phase and be completed in the spring of 2023. The amount of the service agreement is $316,910 plus a 10% staff managed contingency in the amount of $31,691 for a total authorization of $348,601
History of Past Town Council, Boards & Commissions, and Other Discussion
The proposed service agreement was presented to the Public Works Commission on December 6, 2021 and received a formal recommendation for Town Council award.
Notification and Outreach Efforts
During the design process, Town staff and SEH will schedule public outreach meetings with adjacent neighborhoods. The outreach meetings will allow the residents to review the proposed enhancements in the early stages of design and provide comments for consideration.
Discussion:
This intersection currently functions with two way stop control on the side streets. As the traffic volumes increase with ongoing residential development and future construction of the new Crystal Valley Interchange, this existing traffic control will need to be replaced for safety, accessibility and to meet the operational demand. Town staff reviewed a variety of options to identify which one meets the most elements valued by the community: highest safety, lowest lifecycle cost, low downtime, low environmental impacts, reliability. The roundabout option was determined to be the most effective over the traffic signal, and all-way stop options.
The design of a roundabout will support continued development in the south areas of the Town. The design will include two center circulating travel lanes, which are projected to operate efficiently at full-build out conditions. This project will also improve access to the Crystal Valley Interchange from the southeast areas of Town. In addition, this project will include bicycle lanes and improved pedestrian crossings. This roundabout option also will assist with reducing speeds at the intersection, which assists with improved safety.
This project is scheduled to be completed in the summer of 2022. The construction phase is estimated to begin shortly after design completion with construction completion anticipated to occur in the spring of 2023.
Staff’s recommendation for selection of the engineering consultant for design was based on best value using the following criteria:

SEH is a reputable firm that has successfully completed projects of a similar scope and nature. In addition, SEH successfully completed the design of the Wolfensberger Road/ Plum Creek Parkway Roundabout Design for the Town in 2017. Town staff is proposing to enter into an agreement with SEH to perform the needed design services for a total amount of $316,910. Town staff also requests a Town managed contingency amount for any unanticipated design work in the amount of $31,691.
Budget Impact
The funds necessary for the engineering design have been included in the project’s 2021 budget as stated below.

The $51,399 remainder of the budgeted amount will be available for purchasing right-of-way and/or easements, if necessary.

The Public Works Commission and Staff recommends Town Council approve the resolution approving an Agreement between the Town of Castle Rock and SEH, for Design of the Crystal Valley Pkwy and Plum Creek Blvd Roundabout Project.
