Executive Summary
Chief Croom and I are pleased to recommend the attached resolution for Town Council consideration and adoption.
Town management and Fire Department management have worked hard over a number of years to maintain good healthy relationships and dialogue with members of the International Association of Fire Fighters (IAFF) Union. To date we have not formally recognized the Union, yet we have continued to meet as interest and needs arose. We believe we both have the same goals of ensuring appropriate compensation, benefits and working conditions for the personnel who serve Castle Rock in their valuable roles in the Fire Department. To respond to the Union desire to set out our relationship more formally we have drafted the attached resolution. The resolution would be permanent, unless modified by Council in the future. Under State law, the Union could seek to require the Town to perform “meet and confer” responsibilities. Instead, we are achieving the same responsibilities but using our home rule powers to adopt this resolution.
The resolution does a number of things:
• Recognizes the Union as representing all badged, full-time employees engaged in firefighting, emergency medical, rescue services, or related duties that are classified in the Town public safety pay table and also all emergency vehicle technicians
• Makes it clear that the Resolution does not create or require collective bargaining rights
• Recognizes continued Union participation in Chief established Fire Department committees
• Provides for Union periodic meetings with the Fire Chief, Manager, Human Resources Manager
• Provides for communication to the Union about the development of the Town budget
• Considers Union participation in interview panels for certain positions in the Fire Department
• Anticipates going forward that there will be other areas for communication and cooperation between the Union and Town and Fire Department management
