Executive Summary
Based on the recommendation of the team that interviewed candidates on May 12, 2015 to fill three open positions on the Town’s Historic Preservation Board, the following appointment is recommended:
Term ending May 31, 2016 - Lucia McConnell (Attachment A)
Discussion
Five applicants were interviewed by Town Council member, Renee Valentine, Vice Chair Dave Hieronymus, and Teri Whitmore, Planning Manager. Three new Board members were appointed by Town Council, but one of them never attended any meetings. HP Board members are allowed to miss three meetings in a twelve-month period, and this individual has missed four meetings since being appointed. No resignation was received, but the position is now considered vacant.
Council Member Valentine and Vice Chair Hieronymus recommend appointment of Lucia McConnell to fill the vacant position. Ms. McConnell was one of the interviewees not appointed in May. She is very interested in historic preservation and has served on the Historic Preservation Board and the Castle Rock Historical Society Board in the past and is also involved with the Friends of Craig & Gould organization.
The Board currently has two members who own property in the Craig and Gould neighborhood, and the Municipal Code requires that three members be Craig and Gould residents or property owners. Ms. McConnell is the owner of the Kirk House, which is a locally designated property in the neighborhood.
Council Member Valentine and Vice Chair Hieronymus believe this individual would provide both commitment and experience to the Board.
Proposed Motion
I move to appoint Lucia McConnell to the Historic Preservation Board to fill the term ending on May 31, 2016.
