A Resolution Approving the First Renewal Agreement Between the Town of Castle Rock and Colorado Barricade, Inc. for the Pavement Markings Maintenance Program

Executive Summary
Staff is requesting approval of a Services Agreement (Attachment A) with contractor, Colorado Barricade, Inc. (Colorado Barricade), to provide as needed, on-call maintenance services of Town owned pavement markings. Based on past Town experiences and reference checks, Colorado Barricade is the preferred candidate from an RFP process in January, 2025, that used an estimate of long line paint and durable marking quantities. This service agreement has a not to exceed limit of $560,000 for the calendar year 2026. Town staff will utilize this contractor on an as needed basis to maintain and replace roadway markings as requested by staff.
The Town has sufficient funds in the approved 2026 pavement marking maintenance budget to cover the expenses incurred under this services agreement.
Discussion
The Pavement Marking Maintenance Program (PMMP) ensures the level of service of the Town’s pavement markings are adequately maintained, which ensures roadway safety. Pavement markings include long line paint and durable symbol markings. In typical years, the Pavement Maintenance Program (PMP) does surface maintenance on some primary roadways which includes the vehicle lane line (long line) marking maintenance and accounts for about 15% of all Town long lines. This allows for the PMMP budget to include other durable marking maintenance, and for the PMP contractor to operate more effectively. The PMMP budget for 2026 is $560,000 and supports marking the required long lines once and to replace prioritized durable markings.
An RFP process was completed in January 2025 for pavement marking maintenance services. This Services Agreement had two possible renewals; this is the first renewal with one more possible. Using an estimate of various maintenance and repair quantities, an estimate of annual maintenance cost was determined based on 2026 rates, see Table 1 and 2. Tasks performed by the contactor would be assigned and managed by staff, and the services cost determined by the task unit prices.
Colorado Barricade unit costs have increased 5% for 2026. Staff recommends Colorado Barricade based on their competitive pricing, the value they bring to the Town for these services, and the quality of maintenance work in the past.

The cost amounts in Tables 1 are based on this service contract completing all the marking maintenance needed in Town, including tasks that will be completed by the Town’s PMP work. The total estimated cost for re-marking all the long lines outside of PMP projects in the Town one time is $429,000. The estimated cost for maintaining the level of service for durable marking work totals $99,000 for a combined total of $528,000 for the most minimal pavement marking maintenance this year. An additional $32,000 is recommended to address any unforeseen remarking or changes to the PMP program. Staff will prioritize and manage the contractor’s marking tasks to remain within the available budget.
It is anticipated that long line work covered by this agreement will be conducted during the night in order to minimize disruption to traffic. The Pavement Marking Maintenance Program contract amount and night time painting exemption both require separate approvals by Town Council. The nighttime painting exemption is being recommended in the PMP’s exemption approvals. Should the night time work not be authorized, work covered under this agreement will occur during normal business hours.
Budget Impact
This service agreement with Colorado Barricade has a “not to exceed” price of $560,000 per year. The Pavement Marking Maintenance account (120-3120-431.40-35) contains an approved 2026 budget of $560,000.
Staff Recommendation
Staff recommends Public Works Commission recommend Town Council approve the resolutions as introduced by title.
