Resolution Amending the 2026-2030 Five-Year Capital Improvement Program for the Town of Castle Rock

Executive Summary
The Town budgets for a single year, but plans for five. The existing Five-Year Transportation Capital Improvement Program (CIP) was approved by Town Council as part of the approval of the 2026 Town Budget. There has been some recent interest in adjusting this plan in order to add in an operations and safety study for the Founders Parkway corridor, and advancing a roundabout at the intersection of Crystal Valley Parkway and West Loop Road. This item is to gain approval from Town Council to make these adjustments to the CIP.
Building sufficient transportation infrastructure is a key component of the Town’s ability to serve and enhance the needs of the public. As the Town continues to grow, pressure on the existing transportation system increases. Addition of sufficient capacity alleviates that pressure by improving travel efficiency and safety.
From the Transportation Capital Five Year Plan which was approved in 2025 for the years 2026 through 2030, two changes are requested:
1. A roundabout is recommended for the intersection of West Loop Road and Crystal Valley Parkway. If the revised plan is approved, this project will be advanced with design scheduled in 2026 and construction in 2027. Completion of this roundabout will allow people to travel through this intersection with improved efficiency and safety.
2. In 2026, a Traffic Operations and Safety Study will be performed on State Highway 86 between I-25 and the eastern Town limits. This study will determine the type of improvements which would improve mobility and safety for people who utilize this facility.
A table showing the requested revisions and impact to the fund balance is attached to this memo (Attachment B). With the exception of the year 2028, all other years between 2026 and 2030 are expected to have adequate fund balances. For 2028, it is recognized that funds would have to be borrowed internally from another fund with payback as soon as possible.

Staff recommends that Town Council approve the resolution as introduced by title
