Executive Summary
Town staff opened construction bids for the 2014-2015 CDBG Downtown Alley Rehabilitation Project on March 10, 2016. Staff received a single bid from Technology Constructors, Inc. for an amount of $357,142.
Technology Constructors, Inc. (TCI) is reputable firm that has been in business for 37 years and are certified by the State of Colorado as in good standing. Staff has received very good references for TCI from the City of Aurora, City of Boulder, and Jefferson County.
Staff is seeking Council acceptance of the construction bid and approval of a contract with Technology Constructors, Inc.
Work is expected to commence in June 2016 and be completed in July 2016.
The attached map identifies the locations of the four alleys to be reconstructed. (Attachment B).
Notification and Outreach Efforts
Public Works has reached out to the Downtown Development Authority (DDA) to explain the scope of the project and anticipated construction schedule. Public Works has met with adjacent property owners to discuss the project and will continue to meet with affected users of the alleys to coordinate the construction activities with respect to business and resident access, parking, delivery and trash truck schedules.
History of Past Town Council, Boards & Commissions, or Other Discussions
• November 2013, Town Council approved Resolution 2013-60 for the application to receive 2014 CDBG funds.
• November 2014, Town Council approved Resolution 2014-90 for the application to receive 2015 CDBG funds.
• May 2015, Douglas County and the Town executed a 2014 CDBG Subgrantee Agreement for the grant amount of $152,702.
• June 2015, Douglas County approved the 2015 Action Plan that selected the Town to receive $50,000 to reconstruct alleyways in the downtown area to create ADA accessible routes to businesses and residences.
• December 2015, Town Council directed staff to utilize the 2014 CDBG grant of $152,702, the 2015 CDBG grant of $50,000 and designated Town funds to reconstruct the selected downtown alleys.
• April 2016, Public Works Commission unanimously recommended acceptance of the bid and approval of the contract with Technology Constructors, Inc.
• Per Town Council direction, staff did not apply for 2016 CDBG grant funds.
Discussion
The Community Development Block Grant (CDBG) funds are intended to be used to improve or create a suitable living environment in the targeted area. One way to accomplish this is by providing ADA ‘Accessible Routes’. The definition of Accessible Route is “a continuous unobstructed path”. This project will improve the pedestrian environment by reconstructing four alleys in the downtown area to meet ADA requirements for accessible routes. The attached map identifies the locations of the four alleys to be reconstructed. (Attachment B).

In addition, TCI has successfully completed smaller Town of Castle Rock projects in the past. TCI is reputable firm that has been in business for 37 years and are certified by the State of Colorado as in good standing. Staff has received very good references for TCI from the City of Aurora, City of Boulder and Jefferson County.
Work is expected to commence mid-June and be completed by mid-July.
Budget Impact
Funding for the majority of the work is from Community Development Block Grants in the amount of $202,702. The Town was granted $152,702 in 2014 and $50,000 in 2015 through CDBG agreements. The Town did not apply for CDBG grants for 2016. Eligible project costs will be reimbursed from the grant funds and will be managed by Douglas County. The stormwater easements costs, that were necessary for the project, are not eligible for grant funding, in the amount of $22,500. The costs for the easements and the balance of the project costs that exceed the amount of the grant funds will be paid from the following accounts:

The Town must pay all projects costs and then submit for reimbursement through Douglas County for construction costs up to $202,702.
Staff Recommendation
Staff recommends acceptance of the bid for the CDBG Downtown Alley Rehabilitation Project and approval of a contract with Technology Constructors, Inc.

“I move to approve a Resolution approving an Agreement between the Town of Castle Rock and Technology Constructors, Inc. for the 2016 Downtown Alley Rehabilitation Project.”
