Executive Summary
Each year the Transportation Planning and Traffic Engineering Division evaluates the need for a traffic signal at intersections through an engineering analysis. One traffic signal, located near the Terrain neighborhood of Castle Rock is planned to begin construction in Summer of 2026. The location is:
Founders Parkway (Hwy 86) & Crimson Sky Drive
The purpose of this memo is to request a recommendation of approval for the selected contractor, and the allocation of funds to complete the signalization of the intersection. Sturgeon Electric Company Inc. (Sturgeon) provided the lowest construction bid at $582,181. Funding for the purchase of the equipment and for the completion of the installation on Founders Parkway (Hwy 86) & Crimsons Sky Drive is included within the Traffic Signal Capital Improvement budget (Acc. No. 120-3175-431.75-26).
Our plan is to complete construction work by late Fall of 2026. With the signal pole purchase order already in place, the remainder of the equipment and supplies will be furnished by the contractor awarded to construct the signal.
History of Past Town Council, Boards & Commissions, or Other Discussions
There was a presentation on June 1, 2026 to the Public Works Commission to obtain the Commission’s recommendation to Town Council to approve a construction contract with Sturgeon for the installation of a traffic signal at Founders Parkway & Crimson Sky Drive. The Commission voted unanimously to recommend Town Council approve the contract.
Discussion
The Town’s goal for the Traffic Signal Capital Improvement Program is to identify locations that a traffic signal would improve operation efficiency and safety. Staff performs engineering evaluations at various intersections on an annual basis in order to make sure these goals are being achieved. Through the use of the Federal Highway Administration’s (FHWA) Manual on Uniform Traffic Control Devices (MUTCD), staff use these manuals for guidance in determining if a signal is an appropriate means of traffic control at a given location. For CDOT intersections, like this one, once Town staff confirm warrants are met, we inform CDOT and then they independently confirm the same and inform the Town. The Town can not install signals at CDOT intersections without CDOT approval of the warranted need.
Attachment A shows the location of the intersection set to be signalized as part of the 2026 construction project. CDOT completed engineering evaluations that show a signal is recommended at this location. The total delay, overall efficiency, and safety will be improved for all those accessing Founders Parkway (Hwy 86) & Crimson Sky Drive. The Town and CDOT utilize permanent signal installations with a mast arm style in most instances. This is the type of signal planned at this intersection.

The low bid was checked for accuracy, along with references, and documents reviewed for contract compliance. It is believed that all contractors that submitted a bid are fully competent to complete the work. Based on this, staff recommends awarding to Sturgeon Electric Company based on their bid, and quality of work on past projects. Construction is anticipated to be completed in the Fall of 2026.
Budget Impact
The amount requested for the construction contract with Sturgeon in the attached Resolution is $582,181. The amended 2026 Traffic Signal Capital Improvement budget (Acc. No. 120-3175-431.75-26) contains $934,791.39 which factors in the previous expense of ordering signal poles and mast arms for the purposes of improving schedule efficiency and reducing costs. Including a contingency amount of $58,219 (10%), the total encumbrance amount tied to this account for the construction contract is $640,400. Following approval of this encumbrance, $294,392.29 would remain in the account balance. The construction of this traffic signal can be completed within the approved amended budget in this account.

The development on the east side of Founders Parkway, Terrain North Basin, has contributed $200,000 to escrow that will be recognized for the project. The Pine Canyon developer on the west side of the access has an obligation to reimburse the Town one-half of the cost of design and construct of the Traffic Signal Improvements, in the amount of up to $440,881. The remaining cost of up to $240,881 is paid from the Town’s Transportation capital fund. The final actual cost and Pine Canyon contribution will be determined when the project is complete.

Recommendation
On June 1, 2026, the Public Commission voted unanimously to recommend that Town Council approve this resolution.
