Executive Summary
The purpose and intent of this report is to provide Town Council with a summary of quasi-judicial projects. In order to provide all parties with due process under law, decision makers must be fair and impartial when considering quasi-judicial applications such as those attached to this memorandum (Attachment A).
Many of the attached projects do not have public hearing dates yet, but Town Council could be asked to consider them in the future. The Town’s In Your Backyard map provides information on staff-reviewed applications and applications already approved by Town Council. New Applications
Plum Creek Ridge - Site Development Plan (SDP) -This second phase of Plum Creek Ridge proposes 45 townhomes. This is a major amendment to the SDP that was approved last year for 65 single family homes, currently under construction. Planning Commission and Town Council hearings will be required.
Pioneer Ranch Planned Development (PD) Plan and PD Zoning -This Planned Development Plan and Zoning proposes a mix of uses, with a maximum of 1,123 dwelling units on 388 acres, a gross density of 2.89 du.ac, including commercial and residential development. Approximately 78 acres would be set aside as open space. Woodlands Blvd. is proposed to be extended, and a new east/west road would connect Founders Parkway and Front Street. The submittal is under staff review.
Canyons South Planned Development Plan (PDP) - The Canyons South PD Plan request was submitted and sent out for staff review, following approval of the Canyons South Substantial Compliance on February 16, 2016. The Proposed Planned Development Plan (PDP) zoning includes approximately 1,584 acres, currently zoned as 968 single-family detached homes with a private golf course in Douglas County. The proposed PD Plan includes approximately 1,506 units, a clubhouse, 620 acres open space, and the omission of the golf course. The zoning will run concurrent with the Canyons South Proposed Annexation.
Crystal Valley Ranch, Filing No. 16 Site Development Plan (SDP) -The Crystal Valley Ranch Filing No. 16 SDP proposes 58 single family, patio style, detached lots on approximately 14.2 acres. The current zoning allows for 125 dwelling units and 12.3 dwelling units per acre. The plan also includes 4.5 acres of open space. The property is located north and east of the intersection of Fox Haven Lane and West Loop Road. The submittal is under staff review.
Promenade Filing #1, Block 5 Lots 5-6 Amendment #5 Site Development Plan (SDP) -This Site Development Plan proposes a 51,680 square foot fitness center. The current zoning limits the building height to 50 feet. The applicant has proposed a 58 foot building height. This review will also include a residential/non-residential interface process, noting the adjacent multi-family residential use to the north. The submittal is under staff review.
