Executive Summary
Each year the Transportation Planning and Traffic Engineering Division evaluates the need for a traffic signal at intersections through an engineering analysis. One traffic signal, located near the Meadows portion of Castle Rock is planned to begin construction in Summer of 2025. The location is:

The purpose of this memo is to request a recommendation of approval for the selected contractor, and the allocation of funds to complete the signalization of the intersection. Lighthouse Transportation Group (Lighthouse) provided the lowest construction bid at
$564,813. Funding for the purchase of the equipment and for the completion of the installation on Prairie Hawk Drive at Low Meadow Blvd/Limelight Ave is included within the Traffic Signal Capital Improvement budget (Acc. No. 120-3175-431.75-26).
Our plan is to complete construction work by late Fall of 2025. With the signal pole and signal cabinet orders already in place, the remainder of the equipment and supplies will be furnished by the contractor awarded to construct the signal.
Discussion
The Town’s goal for the Traffic Signal Capital Improvement Program is to identify locations that a traffic signal will improve operation efficiency and safety. Staff performs engineering evaluations at various intersections on an annual basis in order to make sure these goals are being achieved. Through the use of the Federal Highway Administration’s (FHWA) Manual on Uniform Traffic Control Devices (MUTCD), staff uses this manual for guidance in determining if a signal is an appropriate means of traffic control at a given location.
Attachment A shows the location of the intersection set to be signalized as part of the 2025 construction project. The completed engineering evaluations show that a signal is recommended at this location. The total delay, overall efficiency, and safety will be improved all those accessing Prairie Hawk Drive at Low Meadow Blvd/Limelight Ave. The Town utilizes permanent signal installations with a mast arm style in most instances. This is the type of signal planned at this intersection.
Five bids were received for this project. The following shows the contractor bid results for clarity and illustration purposes.

The low bid was checked for accuracy, along with references, and documents reviewed for contract compliance. It is believed that all contractors that submitted a bid are fully competent to complete the work. Based on this, staff recommends awarding to Lighthouse Transportation Group based on their bid, and quality of work on past projects for the Town. Construction will be complete in the Fall of 2025.
Budget Impact
The amount requested for the construction contract with Lighthouse Transportation Group in the attached Resolution is $564,813. The amended 2025 Traffic Signal Capital Improvement budget (Acc. No. 120-3175-431.75-26) contains $2,554,590 for up to two potential traffic signal installations and signal system upgrades. In order to help reduce costs and speed up the installation schedule, signal poles and mast arms, as well as the traffic signal cabinet, were ordered in advance for this project. The remaining amount in this account for the project is $1,849,816. The total encumbrance amount tied to this account for the construction contract is $621,000. This total includes a contingency amount of $56,187 (10%). The construction of this traffic signal can be completed within the approved amended budget in this account.

History of Past Town Council, Boards and Commissions
There was a presentation on July 7, 2025 to the Public Works Commission to obtain the Commission’s recommendation to Town Council to approve a construction contract with Lighthouse for the installation of a traffic signal at Prairie Hawk Drive and Low Meadow Boulevard. The Commission voted unanimously to recommend Town Council approve the contract.
Staff Recommendation
Staff recommends approving the Resolution to contract with Lighthouse Transportation Group for the completion of this 2025 traffic signal construction project.
