Executive Summary
The purpose and intent of this report is to provide Town Council with a summary of quasi-judicial projects. In order to provide all parties with due process under law, decision makers must be fair and impartial when considering quasi-judicial applications such as those attached to this memorandum (Attachment A).
Many of the attached projects do not have public hearing dates yet, but Town Council could be asked to consider them in the future. The Town’s In Your Backyard map provides information on staff-reviewed applications and applications already approved by Town Council. Those applications can be found at: CRgov.com/DevelopmentActivity.com.
New Applications
Canyons South Proposed Annexation - The annexation application was initially submitted on September 24, 2015. The applicant withdrew the September 24, 2015 initial Annexation Petition. Canyons South LLC re-submitted the Annexation Petition on January 19, 2016. The proposed annexation site is located south of Crowfoot Valley Road, north and east of Founders Parkway generally. The subject property is approximately 1,584 acres in size and is currently zoned in Douglas County for 968 units. The annexation request is scheduled for its Substantial Compliance hearing on February 16, 2016.
Pioneer Ranch Proposed Annexation - The annexation application was initially submitted on December 22, 2015. The applicant withdrew the petition and has now re-filed the Annexation Petition on January 27, 2016. The proposed annexation site is located east of I-25, west of Hwy 86 and south of Founders Parkway. The subject property is approximately 388 acres in size and is zoned Agriculture One in Douglas County. The annexation request is scheduled for its Substantial Compliance hearing on February 16, 2016.
Crystal Valley Ranch Filing 15- Norris Design submitted a site plan for 903 single-family residential lots on approximately 253 acres, located between E. Loop Road and W. Loop Road and south of The Pinnacle within the Crystal Valley Ranch Planned Development. Approximately 68 acres are set aside for open space tracts and the plan includes the extension of the trail network within the subdivision. Public hearings before Planning Commission and Town Council have not yet been scheduled.
