Executive Summary

 

The purpose of the resolution (see Attachment A) is to request Town Council approval of a Construction Contract (see Exhibit 1) with Hydro Resources - Rocky Mountain, Inc. (Hydro Resources) for the 2022 Denver Basin Wells Rehabilitation and Pumping Equipment Replacement Project.  In 2016, Castle Rock Water started a planned well rehabilitation program.  This program is designed to help maintain water production yields from our current deep well assets and to reduce the likelihood of emergency well failures. The program targets wells that are showing declines in well yield and/or have been identified as equipped with older pumping equipment.  This program has proven successful over the past few years due to limited well failures during peak demand season, increased well efficiencies, decreased power consumption, and increases in well yield.  The 2021 rehab project included 7 wells and contributed to an increase in well efficiency of 16% over the past year, as shown below.

In 2022, CRW is targeting 7 Denver Basin wells for planned rehabilitation and equipment replacement with Hydro Resources Attachment B shows the locations of the wells that will be rehabilitated.  Additionally, the contract will include repairs to ASR Wells CR-223 and CR- 224. Castle Rock Water recommends approval of a construction contract with Hydro Resources in the amount of $873,274.00 plus a ten percent Town-managed contingency in the amount of $87,327.40 for a total project cost with Hydro Resources of $960,601.40.  Schedule is critical for this project given the need for these wells during irrigation season.  Work will begin immediately upon contract approval and is scheduled for substantial completion of critical wells by June 30, 2022. 

 

Notifications and Outreach

 

Notification and outreach efforts will include postcard mailers to nearby homes describing the project details such as location, dates, and work hours.  Additionally, the project will be listed on the Castle Rock Water website.

 

Discussion

 

It is important to keep our existing infrastructure operating in an efficient manner to ensure that peak water demands during the summer months can be met, without resorting to water curtailment measures due to well failures. In order to do this, the Water Resources Division has established a yearly rehabilitation and equipment replacement program for priority deep Denver Basin wells.  A formalized program helps mitigate emergency well services due to pumping equipment failure. This is accomplished by identifying the wells that are showing declines in production due to biofouling and wells with older pumping equipment.  Replacing older pumping equipment often provides the opportunity to resize equipment so that better well efficiency is achieved, reducing the long-term costs to operate the wells. 

 

The following wells are identified for the 2022 Denver Basin Rehabilitation and Pumping Equipment Project: Arapahoe Aquifer Wells CR-83 and CR-124.  Denver Aquifer Wells CR-45, CR-47, and CR-150.  Dawson Aquifer Wells CR-222 and CR-225.  The combined daily production from the wells is 1.2 million gallons per day, which collectively represents approximately 6% of our estimated peak summer daily demand.

 

Castle Rock Water sent out an Invitation to Bid to five qualified contractors and four responded.  The Invitation to Bid was also posted on Rocky Mountain BidNet and one additional contractor responded.  The following table is a summary of the bids:

Upon conversations with the bidders related to schedule and pricing, CRW Staff decided to move forward with Hydro Resources.  As mentioned in the executive summary, additional repairs for ASR Wells CR-223 and CR-224 were added to this project after bids were received.  Castle Rock Water asked Hydro Resources, the low bidder, to provide a cost for repairs to the ASR wells, the cost provided by Hydro Resources was $37,775.00. Staff evaluated the pricing and believe it to be competitive. The additional repairs will allow for completion of upgrades to these wells and the ability for the Town to store excess supplies when available, hopefully as soon as this spring.  Hydro Resources will prioritize substantial completion of the critical wells, CR-223, CR-224, CR-225, and CR-124 prior to demand season this summer, with the remaining wells to be completed by this fall.  Hydro Resources has worked with the Town on previous well rehabilitation, drilling, and ASR projects and are familiar with the Town’s Well Rehabilitation Program.

 

Budget Impact

 

Funding for the project is available in the approved 2022 Budget.  Funding for the project will come from the following account: Repair and Maintenance - Wells 210-4250-442.40-37 ($1,000,000 budgeted in 2022). The following table shows the breakdown of funding. Town staff will use the funds to complete rehabilitation and equipment replacement for this project.  Hydro Resources proposed fee is $873,274.00.  Staff requests an additional $87,327.40 contingency (10%) be authorized for a total authorization of $960,601.40.

Recommendations
