Executive Summary

 

The Town Charter provides that the Town Council hold an organizational meeting at the first regular meeting following the regular election, and that during this meeting the Town Council elect, by majority vote of the entire Council, one of its members as Mayor and one of its members as Mayor Pro Tem.  

 

The Town Council adopted Resolution No. 2014-14 (Attachment A) which establishes the process to be used for nomination and selection of the Mayor and Mayor Pro Tem.

 

As specified under the adopted process, the current Mayor Pro Tem will preside over the meeting during the nomination and voting process for Mayor.   

 

The Mayor Pro Tem shall solicit nominations from Councilmembers interested in serving as Mayor.  Once interest is established, this shall constitute the slate of candidates for the position.  

 

The Clerk will distribute ballots to the Councilmembers, each ballot marked with the Councilmember’s district.    The Councilmembers shall vote for one candidate from among those Councilmembers identified as comprising the slate of candidates.  

 

The Clerk will count the votes for each candidate.  Once any candidate receives a majority (minimum of 4) of the votes for the position, the Clerk shall announce the name of the candidate receiving the majority vote.  

 

Once a candidate has received a minimum of four votes on the ballots, he/she will have been deemed elected as Mayor, with no further action of the Council required.  

 

If no one candidate receives a majority of votes, the Clerk shall announce that no person has received a majority and request a re-vote.   The re-vote will be a run off between those candidates receiving the most number of votes during the prior round of voting.   Councilmembers will be given a clean ballot and told to select between the candidates indicated by the Clerk.   

 

This process will continue to such time as one candidate receives a minimum of four votes.    

 

Once a Mayor is selected, he/she shall take over as the presiding officer, and the process shall be repeated for selection of the Mayor Pro Tem.
