Title
Ordinance Directing that the November 3, 2026 Regular Municipal Election of the Town of Castle Rock be Conducted by the Douglas County Clerk and Recorder as a Coordinated Election and Providing for its Emergency Adoption on First and Final Reading
Body
________________________________________________________________________________
Executive Summary
The Town will hold their regular municipal election on November 3, 2026 for the Mayor-at-Large and Councilmembers for Districts 3 and 5. Staff requests that the election be coordinated with Douglas County.
Per Town Code 2.01.130, the Town Council may direct by ordinance that any regular election shall be conducted by Douglas County Clerk and Recorder as a coordinated election no later than one hundred (100) days prior to the date of the election (July 24). In order to meet the requirement, the Town Council determines it is necessary to adopt this Ordinance on an emergency basis on first and final reading.
Budget Impact
The election costs are estimated to be approximately $70,000 as the County charges municipalities $1 per registered voter. Normally, we would also share the costs for any TABOR ballot initiatives, publications, and any space over the minimum allowed which does not apply in this election. The Town will only have Town Council candidates on the ballot and does not anticipate any cost beyond the per voter charge and sharing in the cost of publications.
Staff Recommendation
Staff recommends that Council approve the Ordinance to coordinate the election with Douglas County.
Proposed Motion
“I move to approve the Ordinance as introduced by title on emergency adoption on first and final reading.”
