Update:  Quasi-Judicial Projects

Body

Executive Summary

The purpose and intent of this report is to provide Town Council with a summary of quasi-judicial projects. In order to provide all parties with due process under law, decision makers must be fair and impartial when considering quasi-judicial applications such as those attached to this memorandum            (Attachment A).

Many of the attached projects do not have public hearing dates yet, but Town Council could be asked to consider them in the future. The Town’s In Your Backyard map provides information on staff-reviewed applications and applications already approved by Town Council. Those applications can be found at:  CRgov.com/inyourbackyard <http://www.crgov.com/inyourbackyard>.

New Applications

Castle Oaks Filing 5 Am 1,  Site Development Plan (SDP):  SLV Castle Oaks, LLC has submitted a proposed SDP for 154 single-family detached homes over 60 acres.  This SDP is for a new area of the Terrain development, named “Flat Rock Village” and it will include approximately 33 acres of open space.    This area is located on the west side of Autumn Sage Street, adjacent to SH86.  Public hearings have not been scheduled.  Approvals will be required from the Planning Commission and from Town Council.

Woodlands Tie Line Easement 2015:  Intermountain Rural Electric Association (IREA) has requested an easement along a platted, undeveloped section of Woodlands Boulevard. The easement will allow for the replacement of an overhead electric tie line to an underground electric tie line.  The easement request is on Town of Castle Rock property.  The request is scheduled for a first reading of Town Council on August 4, 2015 and a second reading on August 18, 2015.   Construction is tentatively scheduled for September 2015.
