Executive Summary

 

The purpose and intent of this report is to provide Town Council with a summary of quasi-judicial projects. In order to provide all parties with due process under law, decision makers must be fair and impartial when considering quasi-judicial applications such as those attached to this memorandum (Attachment A).

 

Many of the attached projects do not have public hearing dates yet, but Town Council could be asked to consider them in the future. The Town’s In Your Backyard map provides information on staff-reviewed applications and applications already approved by Town Council. Those applications can be found at:  CRgov.com/inyourbackyard.

 

New Applications

 

Canyons South Proposed Annexation - The annexation application is located south of Crowfoot Valley Road, north and east of Founders Parkway generally.  The subject property is approximately 1,584 acres, with a requested Planned Development zoning in the Town of Castle Rock, all single-family residential use.

 

Canyons South Planned Development Plan (PDP) - The Canyons South PD Plan request runs concurrent with the Canyons South Proposed Annexation.  Both requests are subject to the Town of Castle Rock/Douglas County IGA process, also concurrent.  The Proposed Planned Development Plan (PDP) zoning includes approximately 1,584 acres, currently zoned as 968 single-family detached homes with a private golf course in Douglas County.  The proposed PD Plan includes approximately 1,506 units, a clubhouse, 620 acres open space, and the omission of the golf course.  The developer has previously dedicated approximately 448 acres of adjacent land to Douglas County for a regional park.  Two school sites have also been dedicated to Douglas County, totaling near 35 acres.
