Executive Summary

 

With the goal of Council adopting the 2017 Budget in September, staff has identified a sequence of presentations to help provide Council information and background leading to the consideration of the 2017 Budget. The purpose of this memo is to outline the steps of this process. 

 

Discussion

 

The following presentations and discussion items are planned prior to Council’s consideration of the 2017 Budget:

 

                     Staff provided Council and the community the 2017 budget process calendar March 8

                     Council approved the fund balance reserve policy April 5

                     Update report on TABOR - May 3

                     Initial discussion regarding strategic and budget priorities; and discussion regarding snow and ice control program levels of service/funding - May 17

                     Discussion of property and sales tax on food for home consumption information and options; and first quarter 2016 financial report to Town Council - June 7

                     Town budget open house - May 24 and June 13

                     Proposed work session to further discuss strategic priorities, capital improvement projects and impact fees - June 14

                     Utilities rates and fees presentation to Town Council - July/August

                     Presentation of Preliminary 2017 Budget to Town Council and the community - August 16

                     First reading of the 2017 Budget Ordinance - September 6

                     Second reading of the 2017 Budget Ordinance; first reading of the property tax mill levy ordinance; and adoption of Three-Year Balanced Financial Plan and Five-Year Capital Improvement Plan - September 20

                     Second reading of the property tax mill levy ordinance - December 6

 

Staff Recommendation

 

Staff recommends Council call a special meeting for June 14 for the purpose of holding a work session to discuss strategic priorities, capital improvement projects, impact fees and other budget-related issues.

 

Proposed Motion

 

“I move to call a Special Meeting on June 14, 2016, at 6 p.m., in Council Chambers at Town Hall.”
