Executive Summary

 

Staff is seeking approval of a resolution to enter into a construction contract between the Town of Castle Rock and Myers & Sons Contracting for the Bridge Maintenance Program (BMP). Total project cost is $837,362.

 

Maintaining the Town’s bridges is important for public safety, travel efficiency, and as a means to extend the useable life of the bridge structure with the goal of maintaining each asset to the lowest total cost. These are goals that the community values in the Town’s Transportation infrastructure. This overall project is the annual BMP for the Town’s bridges and is intended to preserve the Town’s bridge infrastructure. This program meets the Community’s values of:

 

                     Low Environmental Impact

                     High Safety

                     Low Downtime

                     Low Lifecycle cost

                     Reliability

 

The Town of Castle Rock allocates an annual budget to the BMP for necessary upkeep of the town’s bridges. This year’s maintenance focuses on the following key projects:

 

                     Perry Street over Sellars Gulch bridge: Repairs to bridge deck, new driving surface and sidewalk repairs

                     Gilbert Street bridge: Repairs to bridge deck, new driving surface and concrete repairs to the underneath of the bridge deck.

 

Maintenance locations are summarized on the map (Attachment A).

 

Notification and Outreach Efforts

 

Staff has developed specific public coordination outreach to ensure that residences and businesses will understand construction impacts and how this may affect access to individual businesses and residences. Public outreach will occur in numerous forms such as; 1) Town newsletters, 2) HOA mediums such as newsletters, 3) Town social media, 4) Press releases, 6) Town’s web site and others, and 7) Variable Message Signs. Residents and businesses will be notified of actual dates that work is to be performed, and traffic control plans will be developed and managed to ensure worker and public safety.

 

Discussion

 

The Town maintains 38 bridges with a span of greater than 20 feet (major structures), and 7 bridges with a span less than 20 feet (minor structures). The major structures are inspected biennially through the CDOT Off System Bridge Inspection program. The Town will inspect the minor structures on the same schedule as the major structures utilizing an Engineering Consulting firm. Staff utilizes these recommendations to develop the BMP project for year.

 

Plans and specifications were posted on Rocky Mountain BidNet December 2025 to solicit competitive bids. Bids were opened for the BMP project on January 20, 2026. The low bid was checked for accuracy, references were checked, and all documents were reviewed for contract compliance. Staff believes that the recommended contractor is qualified to perform the work associated with the respective maintenance contract. A summary (Attachment B) shows the individual bids, and the contractors.

 

It is anticipated work will begin in early July and the project is expected to be completed by end of August.

 

The low bid received for the identified work is $508,315. Staff requests a 15% contingency in the amount of $76,223 to address unforeseen issues, for a total encumbrance of $584,378. The reason for requesting a 15% contingency is explained below.

 

Per language included in the Invitation to Bid, the low bid results reflect the known scope of work at the time of bid and allow Staff to add additional work using an alternate bid schedule after bids are submitted and prior to the project being presented to Town Council. With better-than-expected bid prices, staff is proposing to add Gilbert Street bridge to the contract utilizing cost savings within the budget and a forthcoming budget amendment. As a result, the revised amount for the identified work is $728,141, with a Town managed 15% contingency of $109,221, for a total authorization of $837,362.

 

Staff is comfortable with this contingency amount and believes the identified work can be managed in compliance with the plans and specifications. The contingency will only be used if needed during construction. Any remaining contingency may be used to further expand the scope of work, if feasible.

 

Typically, 10% contingency is applied to Town maintenance projects to address unforeseen conditions. However, this bridge repair warrants a higher 15% contingency due to the elevated risks involved. The structure’s age significantly increases the likelihood of deterioration beyond what can be observed during preliminary inspections. In particular, the condition of the concrete deck will not be fully known until the top layer of asphalt is removed. Once exposed, there is a strong potential for discovering hidden damage such as cracking, delamination, or corrosion of embedded steel that mayrequire immediate attention to maintain structural integrity and safety.

 

Budget Impact

 

The approved BMP budget is $700,000, and along with the $170,000 included in the forthcoming budget amendment #1 provides a total budget of $870,000 in account 120-3140-431.40-42. The planned budget amendment consists of savings in the 2025 program. The total amount of $870,000 covers the requested encumbrance of $728,141, plus a Town- managed 15% contingency of $109,221 for a total of $837,362. Staff Recommendation

 

Staff recommends Public Works Commission recommend Town Council approve the resolutions as introduced by title.
