Executive Summary

 

The attached Resolution (Attachment A) approves a construction contract with K.E.C.I. Colorado Inc., for the new mini roundabout at the intersection of Third and Perry streets Downtown.  Four contractors attended the pre-bid conference, however, three elected not to submit bids.  K.E.C.I. was the single bidder on this project.

 

The Town is currently working in partnership with the Downtown Development Authority (DDA) to rebuild Festival Park. To accommodate the new park, Second Street will be partially closed. This closure will increase traffic volumes through the intersection of Third and Perry streets.  This increasing volume of traffic creates a need for a change of the intersection traffic control to improve efficiency and safety.

 

Staff considered a number of options for the intersection. Using traffic analysis and community feedback, Council decided a roundabout was the best option at their regular meeting of August 2nd, 2016. This contract is for the construction of that roundabout. 

 

This construction project will convert the existing 4 legged, 2-way stop intersection into a single lane mini roundabout. This project will improve intersection capacity and traffic operations that can accommodate current and projected traffic volumes through the intersection while also enhancing the pedestrian environment.

 

The approved 2017 budget has available funding for the construction project equal to $1,026,727.  Staff is requesting approval of a construction contract and contingency of $694,040 which includes the K.E.C.I. bid total of $631,040, and a Town managed contingency of $63,000 (10%) for unanticipated construction expenses. 

 

The contract time for completion of this work is 60 calendar days from the date of the notice to proceed. 

 

Notification and Outreach Efforts

 

The feedback from public outreach efforts with the DDA has been positive for the overall project objectives. Items of concern that were brought to the attention of the Town at these meetings included pedestrian access to businesses, lane closures/detours and the loss of parking during construction which were addressed during design by the following:

 

                     Pedestrian access - Plan construction phasing requires the sidewalks to remain open during all construction.  Crossings on one side may be rerouted during construction.

                     Lane closures/detours - Construction of the raised circular island within the intersection, raised splitter islands and the milling of the existing pavement will only be allowed at nighttime, off-peak period.  Concrete cure time will prohibit trucks from making left turns.

                     Loss of parking spaces - Parking of contractor’s vehicles and equipment is limited to construction activities within the limits of disturbance only.  The use of parking spaces for construction employees, equipment and storage of material will not be allowed.  

 

The Town has created a webpage at CRgov.com/PerryRoundabout as well as an FAQ, which was distributed at the DDA/DMA meetings and open houses, as well as through DDA emails. Those interested in the project can sign up for email updates via the project website.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

                     July 11, 2016 Public Works Commission recommended to Town Council the selection of a roundabout as the preferred traffic control upgrade for the intersection of Perry Street and Third Street.

                     Aug. 2, 2016 Town Council gave direction to construct a roundabout.

                     Sept. 20, 2016 Town Council approved Ordinance 2016-29 adopting the 2017 Budget which included this project.

                     Jan. 19, 2017 & Feb. 2, 2017: Downtown Alliance DMA / DDA was provided a project update detailing the scope of the project.

                     April 6, 2017 Downtown Alliance / DMA were presented landscape options for the roundabout.

                     April 18, 2017 Third and Perry Street open house held at the Town of Castle Rock Fire Headquarters.

                     June 5, 2017 Public Works Commission voted unanimously to recommend Town Council award a construction contract with K.E.C.I. Colorado Inc.

 

Discussion

 

A modification to the existing traffic control at Third and Perry is expected to be needed due to the Festival Park expansion and its permanent closure of Second Street to thru traffic now under construction. This project would accomplish the construction of a mini roundabout in place of the existing two-way stop at the intersection.  This project will help to reduce traffic congestion at this intersection while also helping to calm travel speeds on Perry Street. This would be a benefit both with regard to traffic operations and safety. Traffic congestion has been a key concern in the community survey so this project would help to address an identified community concern.  This aligns with Town's 2020 Vision Statement of providing outstanding community services including police, fire, emergency medical, park, recreation, water, and transportation.  The Town's s Strategic Plans identified six core priorities which included providing safe transportation system and minimizing traffic congestion.  This was also identified in a 2015 community survey of Town residents.  Due to traffic volumes and the desire to limit disruption to the traveling public and normal business activities adjacent to this project, night work will occur during various times throughout construction. 

 

The Town of Castle Rock opened construction bids for the project on May 16, 2017. Only one bid was received from K.E.C.I. for this project.  K.E.C.I. has successfully completed projects of a similar scope and nature for cities and counties within the Denver metro area and statewide.  In addition, K.E.C.I. successfully completed the Castle Oaks/Cherry Creek Bridge Slab Level Repairs project for the Town of Castle Rock in 2016. Staff has received a very good reference from the City of Lakewood in which a mini roundabout was constructed by K.E.C.I.  Staff reviewed the bid in detail and has concluded that all costs are reasonable.  The design engineer Felsburg Holt & Ullevig also reviewed the bid for

 

Budget Impact

 

The funds necessary for the construction of the Third Street and Perry Street Roundabout Intersection Improvement Project have been approved by Council in the projects 2017 budget as stated below.

A portion of the remainder of the 2017 budget amount of $332,687 will be available for landscaping.  The Parks Department has taken the lead on the landscaping design by utilizing their landscape architect, Design Work Shop, who designed the new Festival Park expansion which is now under construction.  The current plan is estimated to cost $50,000 and be completed toward the end of construction.

 

Staff Recommendation

 

At its June 5, 2017 regular meeting, the Public Works Commission unanimously recommended that Council approve this Resolution.  Staff also recommends Town Council approve the Resolution approving an construction contract between the Town of Castle Rock and K.E.C.I. Colorado Inc., for the Third Street and Perry Street Roundabout Intersection Improvement Project
