Executive Summary

 

CRW staff requests Town Council approval of a variance to allow water system maintenance work to be performed between 7:00 p.m. and 7:00 a.m. Staff requests approval for night work for one evening between September 15th and September 19th, weather and construction schedule dependent.

 

The Town’s municipal code for noise control prohibits construction noise between the hours of 7:00 pm and 7:00 am on weeknights and between 6:00 pm and 8:00 am on weekends (Chapter 9.16). CRW staff will be performing a test waterline shutdown on a transmission waterline, including inspecting, operating, and maintaining the existing water system assets located within the roadway. This shutdown is in coordination with the Crowfoot Road widening project, and the work is necessary to perform the future waterline work required for the project. The night work will allow CRW staff to perform this shutdown while minimizing the impact on traffic in Crowfoot and the adjacent neighborhood entrances. Given the short duration of the planned night work, and the limited affected area (an approximate location of Crowfoot Valley Road from Diamond Ridge Parkway entrance to the Knobcone Drive entrance area).

 

Budget Impact

 

There is no additional impact on the project cost for this work.  

 

Staff Recommendation

 

Staff requests Town Council approval of a resolution permitting relief from the Town Noise ordinance, allowing work overnight for the CRW transmission line test shutdown.
