Resolution Approving the Purchase of Motorola Portable Radios for the Castle Rock Police Department

Executive Summary
The replacement of all portable radios currently utilized by the police department is included in the 2024 Budget. The portable radios that are in use now were purchased in 2014 when Motorola began phasing out support for any radio system not upgraded to the latest advancement in IP radio.
Notification and Outreach Efforts
The newest generation of portable radios is the Motorola APX NEXT. It is designed to military standards for intrinsic ruggedness; the toughened glass touchscreen works even with gloves, in rain, snow, and dust. Digital microphones and high-power speakers deliver the best audio, so officers can hear and be heard when it matters most.

History of Past Town Council, Boards & Commissions, or Other Discussions
In 2014, Motorola offered the Town of Castle Rock a significant discount and favorable lease purchase option opportunity. This agreement was approved by Town Council and we have maintained a strong business relationship with Motorola for all of our radio purchases since then.
Discussion
It is recommended and requested that replacement radios are ordered as soon as possible to avoid delay in delivery due to manufacturing.
Replacing the entire fleet at once would allow for a more efficient and streamlined training among employees. The Town would take possession of the equipment in 2024, thereby reducing any potential operational issues as a result of different radio usage or lack of software updating on our current model. This will also minimize equipment issues because the Department would not need to maintain radio equipment and accessories for two different systems.
Budget Impact
The purchase of the radios is covered in the General Long Term Planning Fund, 136-1850-418.70-30, Capital Outlay Machinery & Equipment. The total cost is $1,080,618.84.
Staff Recommendation
Staff recommends Town Council approve the Resolution to execute a purchase agreement with Motorola Solutions.
