Title

Resolution Approving a Construction Contract between the Town of Castle Rock and RME, LTD. LLC dba Elite Surface Infrastructure, for the Front Street Downtown Connection Project [Downtown Castle Rock, CO]

Town Council Agenda Date: November 17, 2026

Body

________________________________________________________________________________

Executive Summary

Castle Rock Water (CRW) staff requests Town Council approval of a Resolution (Attachment A) authorizing a construction contract (Exhibit 1) with RME, Ltd. LLC dba Elite Surface Infrastructure (RME) to complete construction of a transmission main connection between Front Street and Wilcox Street, improving the distribution system connection between the Downtown supply and the area west of Interstate 25. Staff recommends approval of a contract between Castle Rock Water (CRW) and RME in the amount of $2,130,196.25 with a 10% town-managed contingency for a total authorization of $2,343,215.88.  Proposed construction will commence December 2026 and be completed by May 2027. Attachment B shows the pipeline alignment for the project.

Notification and Outreach Efforts

Before construction, CRW and RME will coordinate notification to property owners, residents, and businesses along the route and to other affected stakeholders. Notices will describe the anticipated construction schedule, work areas, temporary traffic or trail changes, access arrangements, and project contact. Staff will provide updates as the schedule or impacts change. Coordination with the school district will address Front Street work impacted by traffic during student arrival and departure periods including any school or student activity events at Douglas County High School.

Any planned water service interruptions will be communicated to affected customers in advance in accordance with Town requirements. Staff and the contractor will coordinate directly with affected properties on temporary access restrictions and with UPRR on railroad crossing activities.

History of Past Town Council, Boards & Commissions, or other Discussions

Town Council previously approved design services on April 16, 2024, for the Front Street Downtown Connection as part of an agreement with Burns & McDonnell Engineering that also included the Ray Waterman Regional Water Treatment Center (RWRWTC) Pump Upgrades and Liggett Road Pipe Upsize projects. The design effort included investigation and design of the railroad crossing and preparation of construction bid documents. Subsequent amendments were approved to add additional survey, specialized geotechnical and trenchless design services, and construction phase services.

Discussion

Downtown Castle Rock is in the Yellow Pressure Zone and is served by a single 12-inch water main that connects to Elbert and Third Street from Plum Creek Water Purification Facility (PCWPF). The oldest portion of this transmission main was constructed in 1988 and crosses I-25, Plum Creek, and the Burlington Northern Santa Fe (BSNF) Railroad tracks. As this pipeline ages, the probability for leaks and failures of this line increase. If repairs are needed to the existing pipeline, the entire supply to downtown has the potential to be interrupted for the duration of the repair work, causing disruptions to the businesses and residences located within the downtown area. Through the Front Street Downtown Connection project, an additional 2,600 linear feet of 12-inch transmission main will be constructed to connect Front Street to Wilcox Street.

The Front Street Downtown Connection project will provide redundancy for the water supply to downtown and will support current and future development in the area. The work generally consists of constructing a new 12-inch PVC and ductile iron pipe (DIP) waterline, including associated appurtenances and casings. The project includes a trenchless waterline crossing beneath the Union Pacific Railroad, as well as trail restoration and drainage improvements adjacent to a portion of the pipeline alignment. The new pipeline will provide an additional connection between the Castle Rock Downtown water supply and the water system west of Interstate 25. The work also includes earthwork; asphalt and concrete pavement restoration; surface restoration; and all other ancillary work necessary to complete the project.

At the beginning of the year, a Request for Qualifications (RFQ) was advertised on Bidnet to procure qualified contractors for the 2026 pre-qualified contractors list for various Castle Rock Water Capital Improvement Projects. A project-specific Invitation to Bid (ITB) was issued to eight pre-qualified contractors for this project from the Water Infrastructure category. The Town received four bids for construction as shown below:

The Engineer’s Opinion of Probable Construction Cost was $2,626,000. RME was the lowest responsible and responsive bidder for the work, and their bid was determined by staff to represent the best value to the Town.

Budget Impact

The contract amount is $2,130,196.25. Staff requests an additional $213,019.63 (Town-managed 10% contingency) be authorized for a total project authorization of $2,343,215.875. The project will be funded from the funds as shown in the table below. A budget transfer will be completed within the Water Fund from account 6400 E Trib Stabilization (210-4275-442.75-11) to ensure adequate budget for the project.
