Executive Summary

 

Early last year we discussed with Council a conceptual ordinance that would have the effect of mandating a re-entitlement of 30-year old Planned Developments that remain dormant. Principally this would affect the Southwest quadrant (Dawson Ridge/ Westfield Trade Center) and Memmen Young PD west of Founders Village.  It now appears that a portion of the Westfield PD, in fact, will be subject to a new land use application. Nonetheless, in response to some Council interest, we are briefly reviewing the concept. Staff is not at this time requesting Council authorization to proceed with presentation of the ordinance.

 

Attached is the PowerPoint from the earlier presentation. One of the principal concerns with the dormant PD’s is that they are intensely zoned resulting in the need to factor these potential service commitments into the water supply planning process of Castle Rock Water. For context, the maximum residential density of 7900 dwelling units for Dawson Ridge is double the expected density of Crystal Valley Ranch at buildout. The conceptual ordinance would then focus on tailoring zoning intensity to realistic service commitments, principally water and transportation.
