Executive Summary

 

The purpose of the memo is to request Town Council to approve a resolution to retain Stanley Consultants, Inc., (Stanley) as the Town’s engineering consultant for the design of the Ridge Road Widening Project.  The attached Resolution (Attachment A) approves the agreement.

 

The objective of this project is to widen Ridge Road from two lanes to four lanes between SH-86 and Plum Creek Parkway.  The Town has a budget amount of $400,000 for design and right-of-way acquisition in 2017 and a budget of $3,600,000 for a 2018 construction within the 5-year CIP.

 

Staff solicited scoping proposals from four consulting firms from the Town’s approved on-call list.  All on-call firms are competent and able to provide all necessary design services for this project.  After reviewing the consultant project team, schedule, and cost, the Town’s selection team unanimously preferred Stanley Consultants, Inc. 

 

Notification and Outreach Efforts

 

During the design process, Town staff and Stanley will schedule multiple public outreach meetings with the adjacent neighborhoods. The outreach meetings will allow the residents to review the proposed improvements, in the early stages of design, and provide comments for consideration.

 

Discussion

 

Ridge Road traffic volumes have risen and the proposed widening is intended to address safety and operational concerns along the corridor in conjunction with the Town’s Transportation Master Plan.  The project design shall accommodate for the current roadway configuration and for the ultimate ROW while providing for safety and connectivity for local traffic. 

 

Previously, the Town reconstructed Ridge Road and installed a roundabout at the intersection of Ridge Road and Enderud Boulevard.  These transportation projects, including stormwater, were designed and constructed to accommodate the full four lane build-out of Ridge Road.  The design will include a median, sidewalk, bike lanes, and streetlights.   

 

Preliminary construction cost estimates are approximately $3,600,000 for construction within the 5-year CIP planned schedule.  The Town has budgeted $400,000 to provide the funding necessary for the design and right-of-way acquisition for the project. 

 

Stanley is a reputable firm that has successfully completed projects of a similar scope and nature for other Colorado municipalities and districts.  Town staff is proposing to enter into an agreement with Stanley to perform the needed design services for a total amount of $267,885.  Town staff also requests a Town managed contingency amount for any unanticipated design work of $25,000.  It is expected the Town will be able to fund the right-of-way acquisition services and right-of-way costs with the remaining amount of $107,115.  If a different concept is identified as the preferred alternative based on the forthcoming cost/benefit analysis, any proposed adjustments will be discussed with the Public Works Commission and Town Council. 

 

The Public Works Commission is scheduled to review this item on May 1, 2017.  They will provide a formal recommendation to Town Council, which staff will provide during the presentation at the Town Council meeting. 

 

Budget Impact

 

The funds necessary for the engineering design have been included in the project’s 2017 budget as stated below.

The remaining amount of ($107,115) will be available for purchasing right-of-way and easements if necessary.  Based on the initial concept, these remaining funds are anticipated to be adequate for the initial design concept for the intersection improvements. 

 

Staff Recommendation

 

Staff recommends the Town Council approval of the Resolution approving an Agreement between the Town of Castle Rock and Stanley Consultants, Inc., for Design of the Ridge Road Widening Project.
