Executive Summary
Parks and Recreation is seeking Town Council approval of a Resolution waiving the formal written bidding requirement on the basis of sole source and approving a Services Agreement with Barker Rinker Seacat Architecture (BRS), P.C., for Construction Administration Services for the proposed Sports Development Center for a total contract authorization of $1,009,302.
Staff worked with BRS to complete an Indoor Recreation Feasibility Study beginning in 2021 through 2022. The purpose of the study was to assess community programming needs, development costs, consider operational impact and set a general timeline for Castle Rock’s next indoor recreation facility.
In October 2022, Town Council approved an MOU with Confluence Companies to consider the Brickyard as the location for the facility. Additionally, Town Council approved the Third Amendment to the Services Agreement with BRS, enabling the completion of Schematic Design. BRS has now completed four of the five stages of architectural design: Schematic Design (SD), Design Development (DD), Construction Documents (CD), and assistance with Bidding (BN).
Staff now seek approval for the final phase to obtain services for Contract Administration (CA). Utilizing BRS will allow for project continuity ensuring successful document control, submittal review and design clarification that will occur throughout facility construction.
History of Past Town Council, Boards & Commissions, or other Discussions
Staff provided updates to Town Council on the Indoor Recreation Facility Feasibility Study in March and December 2021, followed by an update on the public process in May 2022. In October 2022, Town Council approved both the Third Amendment to the Services Agreement with Barker Rinker Seacat for Schematic Design and an MOU with Confluence Companies for the project. In June 2023, Council approved the Design Development and Construction Document agreement with BRS. Most recently, on February 4, 2025, Town Council considered a zoning application and development agreement for the Brickyard project and sports center.
Budget Impact
Funds for Construction Administration will be expensed to the Parks and Recreation Capital Other Professional Services Fund, account number 130-5275-452.30-70. Since the project had not yet been finalized at the time of the original budget planning, these funds were not initially allocated for 2025. However, there is currently sufficient capacity within the fund to cover the costs, and the necessary appropriations will be included in the first budget amendment of 2025.
