Resolution Approving a Construction Contract for the 2024 Bridge Rehabilitation Program

Executive Summary
Maintaining the Town’s bridges is important for public safety, travel efficiency, and as a means to extend the useable life of the bridge structure with the goal of maintaining each asset to the lowest total cost. These are goals that the community values in the Town’s Transportation infrastructure. This overall project is the annual Bridge
Maintenance Program for the Town’s bridges and is intended to preserve the Town’s bridge infrastructure. The purpose of this item is to request Public Works Commission endorsement to Town Council for entering into a contract to perform certain bridge maintenance activities. This program meets the Community’s values of:

The Town of Castle Rock annually budgets for the Bridge Maintenance Program to perform needed maintenance to the Town’s bridges. This year’s maintenance work generally consists of lining two (2) Corrugated Metal Pipes (CMP) on the Plum Creek Parkway Bridge over Sellar’s Gulch. Maintenance location is illustrated on the maintenance map (Attachment A).
In partnership with Castle Rock Water, the Stormwater division, the project budget is $430,000 towards the repairs. The low bid results for identified work is $343,773. Staff recommends adding a contingency for unforeseen conditions that total $51,566, or 15% of the contract amounts due to the work location, nature of the repairs, and uncertainties of working within a drainageway. While work is planned for optimal timeframes related to weather, work in a drainageway can be greatly affected by weather and unanticipated circumstances such as additional pipe damage covered by existing muck.
Staff is comfortable with the contingency amount and believes the identified work can be managed to comply with the plans and specifications, and remain within budget.
Notification and Outreach Efforts
Staff has developed specific public coordination outreach to ensure that residences and businesses will understand construction impacts and how this may affect access to individual businesses and residences. Public outreach will occur in numerous forms such as; 1) Town newsletters, 2) HOA mediums such as newsletters, 3) Town social media, 4) Press releases, 6) Town’s web site and others, and 7) Variable Message Signs. Residents and businesses will be notified of actual dates that work is to be performed, and traffic control plans will be developed and managed to ensure worker and public safety.
History of Past Town Council, Boards & Commissions, or Other Discussions
On March 4th the Public Works Commission recommended Town Council approve the allowance for night work for the Bridge Maintenance project. Town Council approved the allowance of night work with Resolution 2024-021 at the March 5, 2024 meeting.
Discussion
Castle Rock’s bridges are inspected every two years through CDOT’s Off-System Bridge Inspection Program, in accordance with the requirements of the National Bridge Inspection Standards (NBIS).
Staff has reviewed these documents in the selection of bridges to be considered for the 2024 Bridge Maintenance Program. Each year, bridges are evaluated for maintenance based on having the lowest structural sufficiency rating. This year, staff has selected the Plum Creek Parkway over Sellar’s Gulch Bridge to repair deformation of corrugated metal pipes and install new spray lining material.
Plans and specifications were posted on Rocky Mountain Bidnet April 8, 2024 to solicit competitive bids. The Town received three (3) bids ranging from the low bid of $343,773 to $788,250 on April 24, 2024.
The low bid was checked for accuracy, references were checked, and all documents were reviewed for contract compliance. Staff believes that the recommended bidder is qualified to perform the work associated with the respective maintenance contract. A summary (Attachment B) shows the individual bids, and the contractors.
Pending approval, construction is expected to take place during August/September of 2024. The contractor will use the time between Notice of Award and expected start of construction to develop shop drawings and fabricate any long lead materials.
Budget Impact
The projects budget is $430,000 from account 212-4475-444.79-19. The proposed encumbrance is $343,773, plus a Town managed 15% contingency of $51,566 for a total encumbrance of $395,339. The following is a brief summary:
